Skywatch continued to uncover Shockwave and the Dynobots, testing neural inhibitors to control their unused revelations. The Dynobots and their captives Laserbeak and Assault were eventually out of control. Skywatch commander Joshua Ruddy had Shockwave revamped and brought online in their Salt Lake City base, charged with adjusting up the rebel Transformers. Shockwave was persuaded with a less advanced strategy: a bomb set in his head would explode in 24 hours if Skywatch didn't transmit a reset code. Shockwave found that their ace, Soundwave, was on the planet and had taken Club there in search of Shockwave's Ore-13. He was captured in his substitute mode, owned by a child in Portland, Oregon. Shockwave followed him down and proposed a deal: Shockwave would fix the mode-lock in return for Soundwave capture attempt the reset codes for the embedded bomb. Soundwave attempted to advance the deal for data on the Regenesis program, but was rebuked when Shockwave watched that the data would pass with him in case the bomb went off. Shockwave allowed his cassettes to be captured and given to Skywatch, while the researcher looked at the Dynobots. Shockwave chose to lock in Scorponok's powers to devastate the Dynobots himself. Shockwave defeated Scorponok and Grimlock, but Grimlock continued to retaliate, exploding a projectile that blew the arms bunker sky-high. Ultra Magnus took Shockwave, Scorponok, and Grimlock into custody. Shockwave was sent to Garrus-9 prison, where his body was extricated for detainment. Before his detainment, Shockwave had formed contact with Club and the Monstructor Six and recruited them as his own operators. However, they ended up fighting with the most Decepticon strengths later in the galaxy-wide Decepticon rebellion known as the Surge. Overlord took control of Garrus-9, and after one year of holding the office, Shockwave's body was reintegrated with his body to form an offer: in exchange for his strength and a hand-picked group, Shockwave would evacuate the Achilles infection embedded in Overlord during his change to a Warrior Tip top. During Shockwave's time in Skywatch confinement, analysts had collected enough data about him to plan a weapon based on his invention. Spike Witwicky and other experts condensed the weapon into a small enough size for human use. After Shockwave's release from Garrus-9, Spike was sent to retrieve the weapon from its Unused York City storage facility and use it to kill Megatron. Despite his team's death, Spike survived and successfully shot Megatron in the head, ending the Decepticon occupation. Shockwave returned to Regenesis and began working on his extreme endgame. He re-established communication with Cudgel and Monstructor and selected the Decepticon militarist Turmoil, who gave him a dispatch to gather information from the Regenesis rocket there. This led to a fate paradox, as Shockwave aimed to achieve his long-awaited dreams on LV-117. Shockwave rejoined the remaining Decepticon command structure, now under Starscream's administration, and worked on building a modern body for Megatron in exchange for using some of the Decepticons' limited resources to complete space bridge travel. The researcher integrated Metroplex hubs into Megatron's unused body, giving the Decepticon leader control to open space bridge at will. All His Motors Starscream was furious when they discovered that the Decepticons were using Megatron's ancient body to create replicas of his weapon frame, intending to spread chaos among the people and Autobots. Megatron discovered his restoration to Starscream, Modified Carbon, and retook Decepticon leadership. Shockwave wanted to test the new technology inside his body, but Megatron refused to be involved in the plot. Shockwave found Quetzaltenango, Mexico as the best location to store Megatron weapons and supported him as he sent them through the space bridge to Soil.
