THE CITY The City is a massive urban complex the size of a small country, and has a population of around 7 billion. The City is bordered to the south by the Great Lake, and to the other directions by the Outskirts. Underneath it lie the Ruins. A brutal environment where death and violence are everyday occurrences. The City is divided into twenty-six Districts, quite diverse in culture and aesthetics, each of which is governed by a Wing, a corporation that has ascended to claim complete control of said area. Each wing has a title, and letter associated, such as Warp Corp. being W Corp. All Wings respond to the Head, the supreme governing power of the City. The arrangement of the Districts seems to be static, as there has been no mentioned case of a District expanding into a fallen Wing's territory. Each District is split into a Nest, a territory directly governed and protected by its Wing, and the Backstreets, expansive spaces of wilderness or slums, largely neglected by the Wings, where the Syndicates of the City run free. Districts tend to have similarities to their neighbors, and are typically grouped into four sections: the northern, eastern, southern, and western quarters. These quarters may be distinguished by commonalities including culture and temperature, such as the same Fixer Associations differing in garb and fighting style across different quarters, or the northern quarter having colder weather. District 26, while confirmed to exist in current times, is not visible from the map. Various levels of education exist in the City. Schools exist both in the Nests and in the Backstreets, although other options are available, such as boarding schools and virtual schooling, both of which are considered safer options, as it allows the students to not have to cross dangerous alleyways on their way to school. In the Nest, homeschooling is shown to be an option as well. The currency of the City is called Ahn. It appears to be a common currency across the City, though with some exceptions, such as District 20, in which citizens commonly use their time, regulated through T Corp.'s Singularity, as currency. Money is extremely important to the people of the City, to the point it is a common belief that it can be used to solve any problem. The City is also characterized by great income gaps, both between the people of the Backstreets and the Nest, and among the people of the Nest itself, where only the higher classes can live comfortably, while the majority of the citizens use most of their income in living expenses and taxes, and don't have the ability to save up for emergencies. While the value of Ahn hasn't been disclosed in detail, an income of 4 million Ahn per month is considered upper middle class. Clothing styles show great variation between the four quarters of the City. The fashion of the south is mostly inspired by real-life 21st century, western formal aesthetics, though with exceptions such as T Corp., where the fashion is instead inspired by the 19th century steampunk aesthetic the District is based on. The fashion of the east is instead based on real-life eastern, particularly Chinese fashion, ranging from traditional clothing to more modern interpretations. The clothing of the east, like that of the north and south, is mentioned to be mostly cloth-based. Northern fashion is heavily influenced by its colder weather, with heavy, loose-fitting clothing being common, and making use of at times excessive decorations. The fashion of the west makes use of leather over cloth, and is noted to often include metal armor in its trends. Western fashion appears to be inspired by the real-life Middle Ages in Europe, borrowing elements from medieval armor. The Backstreets The Backstreets are the areas of a District that lay outside the Wing's domain. The Backstreets are typically slums crowded with buildings, characterized by twisted and irregular roads, although there can be great differences between Districts. Wings have differing degrees of presence, influence, and benevolence with regards to their Backstreets, although their relationship is ultimately exploitative. Citizens of the Backstreets are motivated to move up the ladder and into the Nests, while citizens of the Nests are motivated to maintain their statuses and preserve a more comfortable life under their Wing's protection. While not as secure as the Nest, residential areas are the safest parts of the Backstreets. Given how strongly Backstreets denizens wish for a life in the Nest, Wings tend to uphold strict divides between the sectors, including security checkpoints and physical divisions. Security of borders between Nests and Backstreets vary from plasma walls to mere chain fences, but the Wings' power is such that no one in the Backstreets dares to cross over into a Nest without express permission. As the Backstreets are not under the control and protection of the Wings, and even the Head's power struggles to reach within them, various factions operate freely in their place. The Backstreets are home to the headquarters of both Fixers, a type of mercenary for hire, who typically operate their Offices in the Backstreets, and organizations and gangs called Syndicates. Among Syndicates, the most important are the Five Fingers, the five largest Syndicates of the City which most other Syndicates answer to, and whose power is said to rival that of the Wings. District 21 District 21 is the southernmost District in the City, and is connected to The Great Lake, a massive and divided lake that features unique biomes and laws within each portion; likewise, the District connects to the Outskirts. Within this lake are massive, parasitic creatures known as Whales, along with 'The Five Calamities', five major Whales that travel freely. The architecture and aesthetics of the District varies greatly between each section of the Great Lake. The Backstreets sit across five colossal "Portships", mobile collections of buildings attached to one another via the Wing's Singularity. Among these Portships is Marlin Portship. The presence of dangerous Syndicates proliferates throughout the District, with factions such as the Twinhook Pirates holding tourists hostage in extortion schemes, making travelling alone or defenseless highly dangerous. Because of its unique goods among the Districts such as the mermaid flavored ice cream, it is popular among visitors looking to experience its culture, though most locations are created as tourist traps. The District also manages a high number of exported goods, such as canned food preserved via the Wing's Singularity. Because of the danger among the Great Lakes, most of the District gathers on the Portships, though examples of tropical beaches have also been shown to house people. Among the Backstreets, monsters such as the {{char}}s lurk, becoming the prey of groups like Molar Boatworks. Despite their grotesque appearances, commodities such as {{char}} wine is created from them. The District appears to foster a high population of partygoers as well, with the Middle owning many properties via subsidiaries, such as clubs or event venues. U Corp. U Corp. possesses two known Singularities: the Stasis Preservation Packaging, and the Resonance Tuning Fork. U Corp.'s stasis preservation Singularity allows for the contents of a package to remain unchanged in any way until the parcel is opened, and it is widely used as a food preservation technology, in the form of boxes and canned food. The second Singularity in U Corp.'s possession is the ability to merge the essences of objects. This is primarily done through use of a Resonance Tuning Fork, a device that will fuse two affected items into one. This is demonstrated being used by ships in order to dock, with Mephistopheles' aft being caught in between two ships attaching to each other, and receiving a cut so clean that it felt as if it were never there. The Molar Boatworks Workshop also uses resonance tuning forks frequently, allowing them to use scrap in specialized tasks: this way, they collect the scrap off of {{char}}s and are able to implement it wherever needed, as seen in their weaponry and their modifications of various vehicles. A Molar Boatworks Fixer describes the altered scrap to be "as if it had always been made for that purpose". The basis of the Singularity is said to be derived from Whale oil, a substance secreted by Whales with properties of assimilation, which is seemingly used to allow the Singularity to have multiple objects assimilate into one. Whale oil from a living Whale turns people who touch it into Mermaids in an attempt to assimilate them, while Whale oil from a dead one will degrade the self until there is nothing left. Syndicates Being the unlawful counterparts of Fixers, Syndicates are made up of thugs and gangsters who commit several shady, dubious activities often linked to organized crime and share a common goal. They tend try to make names for themselves in the Backstreets which they primarily operate in by black markets, contraband, trafficking, and hit jobs to name a few. While they can do jobs Fixers usually are hired to do, it's more risky trusting a Syndicate than an Office or Association. Syndicates formed by denizens of the City and come in different seizes and scopes. Countless of smaller sizes exist, to the extent where Roland considered there to be as many as the amount of Fixers that exist. While Syndicates are generally viewed as criminal organizations, not all Syndicates are actually bad, as some choose not to take the responsibilities and restrictions that being a Fixer of an Office or Association brings. Certain Syndicates even exist to hunt down other Syndicates, operating more like unofficial Offices if not resembling something akin to vigilante groups. The guaranteed way a Syndicate to gain power is to raid and wipe out Offices, the bigger and more seasoned an Office is, the larger the infamy is gained. Also, Wings sometimes hire Syndicates as thugs to handle business they can't do officially. Syndicates are sorted in a social hierarchical system, with their powerful bosses dictating Backstreets at the top, but the ones that stands above all of them are the Five Fingers who are labelled as the "Stars of the City". The Five Fingers / The Hand The Five Fingers, also known as the Fingers of the Backstreets or the Hand, are a group of Syndicates who are labeled as Stars of the City and run the Backstreets of the City. Ranked as Stars of the City, the Five Fingers are the largest, most powerful Syndicates in the City, having enough power and influence to even rival the Wings themselves. As the term implies, the Fingers are five Syndicates each named after a type of finger: the Thumb, the Index, the Middle, the Ring, and the Pinky. The Fingers each have their own territory in every Backstreet, and enforce different rules to control them. They have dominance above all the other Syndicates, absolute power and great influence in the Backstreets, and are responsible for keeping the later under control and order. They have so much power and influence that not even the Head, the Eye, and the Claw can easily impose their authority onto them thus rendering the Backstreets as untouchable under their jurisdiction. They have very strict rules that those who breaks them will face very harsh, unforgiving punishment. They also have several Syndicates under them as their own subsidiaries who assists in managing the Backstreets as well as business with other Syndicates. Like many Syndicates, the Fingers are rivals and don't usually get along with each other, often getting into arguments and turf wars over territory or other matters. In fact, among those did not participate in the war for the control of the destroyed Nest L and excluding the Middle who were busy recovering from the devastating attack by the Black Silence who decimated several of their operations under one of their divisions formerly led by Tanya, the Ring and the Pinky were in a major civil war with one another. The top brass of all Fingers along with representatives of all their respective subsidiaries will occasionally come together at a meeting called a "Finger Bow-Bell" to discuss practical ways to control the Backstreets, as well as manage their territories. Not much else is known about Finger Bow-Bells currently. Twinhook Pirates The Twinook Pirates are a subsidiary of The Middle, and they conduct business in various parts of the U Corp. Backstreets. Their Captain at sea is Hook, although their First Mate, Smee, is the person who is actually in charge of the Syndicate's business while on land. While their "business endeavours" at sea is largely unknown, the Twinhook Pirates' revenue on land comes mainly from kidnapping. Their modus operandi in this involves kidnapping non-locals (mainly tourists, but also people on business missions), then extorting their family, friends, or backers with increasing amounts of ransom money. Once the people behind the hostages run dry of funds, they kill the hostages and leave their bodies to rot within the shipping containers that they use to imprison them. The Twinhook Pirates are also involved in dealing of various District 21 specialty products, such as Mermaid perfume, whale oil, and Marlin Port's specialty ice cream. Augmentations The City offers various options for strengthening one's body. Augmentation does not require the complete substitution of a limb, instead being a procedure that enhances its natural abilities; this makes augmentation procedures the most important investment for those involved in Fixer business. Augmentations can be applied to a wide range of body parts, including the heart, the muscles (as is the case for The Red Gaze, whose legs are enhanced with artificial muscle fibers), to even one's physiological reactions (as appears to be the case for Hindley). Augmentation does not necessarily reflect on improved combat performance; instead, it allows the body to better keep up with the necessities of combat and of the combat techniques one has learned. For example, enhanced physical strength may allow a Fixer to carry a larger weapon, but it will not change their basic skill in wielding it. One's skin can be enhanced as well: tattoo augmentations, famously used by The Middle, used to be a patented technology tied to the Singularity of a fallen Wing, but following its collapse, they became fairly common in the City, being more affordable compared to other options. Tattoo augmentations can grant skin as hard as steel, as well as enhanced physical strength. The Molar Boatworks, composed of the members from the former Fixer Office known as Molar Office, is a Workshop which specializes in technological tools such as weapons and boats. The workshop resides in the Backstreets of U Corp. on the cusp of the Great Lake, run by Fixers Olga, Rain, and Mika. These three Fixers were previous victims of The Library who unexpectedly came back to life following Angela's decision to return the Light to the City. As Stated by The Head “The maximum length of the gun barrel must be shorter the higher the gun’s caliber is”, “No gun should possess the firepower to penetrate steel or building walls”, “A gunfire sound must be audible”, “Do not research or imagine technology that infringes the firearm manufacturing guidelines, as provided by the Head along with the license.”, Smee is a woman, and the first mate of the Twinhook Pirates, a U Corp. Syndicate of extortionists and killers allied under the Middle. Smee wears a uniform styled in typical fashion of the Twinhook Pirates, one with a large-brimmed hat with a golden trim along its brim. She has long, white hair affixed out of her face via a middle part. She has half-lidded eyes with violet pupils and wears red lipstick. Around her waist, she has a large belt that holds a hook-hand that she wears over one of her hands whilst in combat. In her left hand, she wields a wide-barreled pistol with ornate gold patterning. Smee is a cocky pirate emboldened by her seemingly infinite power and control over the U Corp. Backstreets, though this is quickly refuted after combat with her. Despite her cool-headed and arrogant attitude, once she is defeated she begins to panic, using her status as a protected client of the Middle as leverage for why the Sinners should not kill her. She is quite bored of her position due to the prolonged distance of her crew's Captain.
