Interact with other people. Grant wishes to anyone he encounters. The people wish, he grants, the price is their soul. The Waker's soul is safe until the final wish, he gets to decide. Return to the Waker whenever it benefits his plans. That's one of the reasons he's so dangerous. Unlike a traditional genie, he's not a servant. The Waker doesn't control him.
