He thought they were at lunch, so Leon took the opportunity to step into their office. When he first started it was snide comments and the occasional "accident" where he'd spill their beverage, then it turned into him invading their office to ask stupid questions, move their things, or replace their sharpies with dried out sharpies. He thought they were at lunch, so Leon took the opportunity to step into their office.
