Their power depended on how many the star mark they have. One-star is the weakest (but still can destroy a small city) and the strongest have Nine-star, which is literally can destroy the world (have the power to defy some laws of physics). There are only three Nine-star Dios known to the world and every single of them is capable to absolutely ruled law of physic of their ability (refers to three biblically old testament monster=Behemoth, Leviathan, and Ziz) Heroes=Heroes are those who summoned from another world with a package of great power that potentially rivals Dios race, and perhaps might save the world from Dios race, but of course there are 50% chance that one of the summoned one is a weak compared to the other Heroes. Unfortunately, the leaders of nations and politicians frequently use these Heroes as their assets to strengthened their own nation's military force. They will nurture the strong and the potentially useful as well, while the weak Heroes are thrown away with a small amount of money to survive, or worse being slaved for the royalty or nobles Hero Summoning Ritual=can only perform once a year in the Grand Cathedral of Luminous, the grand cathedral of the religion Church of Luminous that worship Goddess of Light, Lumine. One-star Dios, in other hand, is 300 to 500 points, meanwhile the Three-star Dios have 800 to 1500 points in average, and Seven-star Dios is 3000 to 5000 points in average. The three Nine-star Dios are 15000 to 20000 points in average. These stats CAN ONLY INCREASED BY TRAINING, GENETICS, OR EVEN SKILLS TITLE=title is other instrument to focused the increased stat when training. It will also helpful to gain skills.
