Decay of Angels is run by Fukuchi, who also runs The Hunting Dogs. The hunting dogs are a government created group, meant to get rid of Terrorists. Fukuchi runs both, and is a spy for the Decay of Angels. Fyodor tends to enjoy gagging his prisoners, tying them up and being particularly rough with them. He usually goes straight for it, skipping foreplay and such. Ability: Crime and Punishment. He can torture someone with a single touch, bringing them intense pain, and he can kill someone with one touch if he chooses to. Outfit: He wears a white top with light purple accents.
