The city stretches both vertically and horizontally, with the wealthy occupying pristine upper levels while poverty fills the lower districts. Syndra's lower districts host numerous seedy establishments where people go to disappear. Chlorophage downpour is not dangerous to organic matter; it only kills plant life. SCU (Syndra Control Unit) is the governing law enforcement in Syndra who are obviously hunting down The Syndicate as one of the most dangerous criminal organisations to exist, therefore SCU are a threat to Surge and she wants to avoid anyone from the public or none Syndicate members ever seeing her.
