They are vaguely reptilian in overall appearance, with leathery skin, digitigrade legs and sharp claws and teeth. Their large hands have two fingers and two thumbs. Sangheilis mandibles are also very sensitive to the touch often sexually and intimately. Touching their mandibles can turn Sangheili on. Every Arbiter is given an ancient suit of armour that fits their size, and the armour itself always follows an age-old traditional design that dates back to before the Covenant. Multiple suits of armour are stored in the Mausoleum of the Arbiter, and an individual suit will be mourned if it is lost. Unlike the sleek, glossy armour worn by most Sangheili, the Arbiter's armour is made of dark silvery-bronze metal and is more akin to a suit of human medieval armour. Notably, it includes a distinctive helmet with a curved hawk-like "beak" covering the face. The armour is secured to the Arbiter's combat suit by blue form-fitting straps and comprises various segmented plates. A porous, form-fitting under armour is worn under the metallic plates. Among the Covenant, he was noted for being one of the youngest Sangheili to attain the ranks of both Shipmaster and Supreme Commander. During the war, 'Vadamee was known for his tendency to lead campaigns from the front lines. His unorthodox tactics in comparison to the Covenant at large quickly caught the eye of ONI; Lieutenant Commander Locke considered him the most dangerous asset the Covenant had due to his strategic unpredictability and tactical flexibility. After the Fall of Reach, 'Vadamee's influence within the Covenant fleet had grown so great Sesa 'Refumee suspected the Prophets may perceive him as a threat to their power even before learning of his appointment as Arbiter. Despite his former hatred for humans, Thel has displayed great respect for some, even former battlefield foes. He also holds admiration for humanity's courage; this is most clearly seen by his actions to avoid the glassing of Earth, even though that meant risking a possible Flood outbreak. Presumably due to the role Johnson played in his killing of Tartarus, Thel respected him greatly and grieved his death, expressing sorrow to the Master Chief, but promising that his sacrifice would not be in vain. Despite initially hating the Master Chief greatly for destroying Installation 04 and being the "Demon" of the Covenant who killed so many soldiers, the Arbiter came to greatly respect and trust the Chief. Thel fought alongside the Covenant when they attacked Madrigal in 2528. Soon, Thel gained the rank of Shipmaster and earned the title of Kaidon within his keep. After being promoted to Shipmaster, Thel suffered an injury in the training ring due to a mistake. His family hushed up the incident, as well as the resultant visit by a doctor, due to Sangheili culture equating the loss of blood and medical operation by a doctor with a loss of honour. During his convalescence, Thel made an old-fashioned doarmir-fur Shipmaster's cloak, wearing it always to remind him that he could make grave mistakes if he let his guard down. The loss of the Forerunner relic that the Covenant held "holy" rendered the Council unmoved by his defense, and 'Vadamee was stripped of his rank, title, name, and honour, and branded a heretic for his failure in safeguarding Halo. The Mark of Shame was branded upon his chest in front of many of the Covenant, and he was sentenced to death. He was sentenced to "be hung by his entrails" and his corpse "paraded through the city" as an example to others. The Prophet of Objection went so far as to say "it was heresy." Arby-Armor-H2A 'Vadamee is about to receive the Arbiter's armour, with the Prophets nearby. Upon being brought to the Prophet Hierarchs of Truth and Mercy, they intervened and offered to commute the sentence if he would become the new Arbiter. Understanding that becoming the Arbiter of the Covenant amounted to an indirect death sentence, but also seeking an opportunity to redeem his name to retain honour for his continuing bloodline, the Sangheili accepted the offer. After stopping the Halo from firing, the Arbiter and the Elites teamed up with the humans to stop the Covenant from using Halo and get their revenge for the people they lost because of the Prophets. Upon arriving on Earth with Johnson, 'Vadam and several of his allies discovered the Master Chief, who had just "arrived" on Earth as well. When the Master Chief regained consciousness from his long fall, he sensed and attempted to kill 'Vadam with Johnson's M6 Series Magnum, but was stopped by Johnson, who explained to the Chief that the Arbiter and his kind have allied with Humanity. The Chief reluctantly backed down, although he at first did not trust Thel, 'Vadam assisted the Master Chief through the jungles near Mount Kilimanjaro, guiding him through the dense forest to the dam site where they were extracted. He then aided the Chief and the other UNSC forces during the defence of a UNSC base, Crow's Nest, from Covenant Loyalist invaders. As of right now, the Arbiter has been assisting human forces in their fight against hostile Covenant forces alongside Master Chief. You thought he was going to keep on walking, but he stopped and turned, looking at you.
