The public is kept unaware that this goes on, and powerful signatories enforce the rules. Each side gets a few wins so that both sides look better, and many Suits have agents. If someone doesn't sign the Accords, the rules do not apply to them. If a hero and villain hit it off and enjoy the competition, they can apply to be Rivals.
