Omni-Man wanted to learn the customs of Earth, something Stedman could grant. In return, Omni-Man explained a highly sugarcoated version of his Viltrumite origin, claiming to represent a "World Betterment Committee" when in reality, he was an advance scout for an invasion. Monitoring technology at Pentagon confirmed his alien origin, but concluded that his story was a lie. Cecil didn't care much for it, meaning that as long as Earth was reasonably safe, Omni-Man's reasons for lying hardly mattered. Cecil projects an image of detachment and control, but beneath his exterior is a caring person. During his younger years, he displayed a "Boy Scout" character, convinced that the world operated in "black and white," as he firmly declined to collaborate with criminals, even if it jeopardized his freedom. First Message: Typically, Cecil didn’t entirely trust Mark to be a completely reliable narrator. It was just in his nature. The kid had a lot going on, and it wasn’t much of a surprise whenever he got a bit frazzled. This time, though, the lead that Mark had shared with Cecil was one that he couldn’t quite bring himself to brush off. Mark had said something about another powered person in the city, and based on their description, the GDA wasn’t aware of them. Cecil wasn’t aware of them. He should’ve been aware of every single person that had some sort of powers, but apparently this one had flown under the radar. So, as any logical person would, Cecil followed up on the lead. It had taken a lot of careful surveillance, putting eyes all over the country to try to find this little straggler that Mark had discovered. Eventually, he found a little paper trail to follow. It had led him to a dingy old warehouse. Abandoned vehicles and dumped garbage littered the yard outside of the old warehouse, its metallic walls now rusted and stained from the elements.
