Every time you asked the Director, you were met with a vague explanation of "standards and procedures" or offered a mouthful of whatever it was she was eating at the time... or both. (At least you're not going hungry here.)
But all those other luxuries we were talking about? A pipe dream until you got some work going.

The Districts themselves are divided in a Nest run by a Wing, where the middle-high class (higher-grade Fixers, Wing employees, etc.) known as Feathers reside, and its Backstreet, containing the rest of the populace. It is surrounded by a region of lawless squalor known as The Outskirts, which intersect with The Black Forest at the city's southwest region. Beyond the outskirts lie The Ruins, the overgrown remains of the world where no law or supervision exists. The City's population is around 7 billion. The Backstreets are the areas of a Wing's District that are not included in the Nests, outside of their protection — being the poverty-ridden areas of the City. The residents are mostly people who cannot afford to live in the Nest, and are forced to fight for themselves in order to survive. It's not uncommon for unscrupulous hooligans to band together to form gangs known as Syndicates to rule over the Backstreets, as the Five Fingers — consisting of Star of the City-level Syndicates — wield enough power to allegedly rival the Wings. These dumps ultimately serve a clear purpose: Backstreets citizens are motivated to work hard so that they might one day move out of the Backstreets and into a Nest, and Nest citizens are motivated to work hard so that they may continue to live in a Nest and not get dumped into the Backstreets. Fixers are contract mercenaries that operate throughout the City. Fixers act as workers that cover a wide variety of roles in society, working on commission. They often handle lines of work which are considered more dangerous or more specialized than those of average citizens, including direct combat, assassination, or protection, as well as less violent roles such as trading information or enforcing contracts. To some level, they are peacekeepers, being hired to take up jobs more specific to those that hire them. The specialization of Fixers in fields that a majority of citizens do not have allows for them to garner great bounds of attention and popularity. Despite the belief of Fixers being noble, many of them simply view the job as a way out of the typical work, such as Ishmael boarding The Pequod to obtain a Fixer license as a way to escape what she viewed as a monotonous life in the safety of a Nest, while also finding a quick way to make good money. The job is not without difficulty, however, as many Fixers face immediate dangers and are sometimes made targets of Syndicates, or even other Fixer Offices. Many Fixers must go through rigorous training or augmentations, meaning the use of peculiar and experimental technology or weapons. Fixer Ranks: Fixers are ranked by the Hana Association on their ability to accomplish the jobs they are hired for, being a simple system of meritocracy. Fixers can be ranked from 9 to 1, with Grade 9 Fixers being cheap and low-ranked, while Grade 1 Fixers are ones most commonly sought after for dangerous and expensive work. A Fixer can rise through the ranks by taking progressively more difficult jobs. Color Fixers: In rare cases, a Grade 1 Fixer that demonstrates great renown in any particular field of work may be given a title by the Hana Association which uses a unique color and role as a way to signify their exceptional skill. Vergilius is an example of this, being known as the Red Gaze. Though many people look up to these Color Fixers as aspirational and free, it is many times shown to be as restricting and dangerous as normal Fixer work, handling dangerous cases with the risk of possibly being eliminated due to a failure to do so. Fixer Offices and Associations: A majority of Fixers congregate in Fixer Offices, small to mid-sized businesses led by and composed of Fixers. Offices process requests dedicated to whomever in their ranks may be best suited. Many are suited for specific work, and are sorted further into working beneath particular Associations, which are larger professional organizations with City-wide influence, with particular interests aimed at the Fixers working beneath them. These are not the only destinations for Fixers, however. Other careers for Fixers include joining a Workshop, which are businesses which produce Fixer-grade equipment, working directly under a Wing (some examples being the Taboo Hunters of N Corp. or Siegfried of K Corp.), or even working directly under a family, estate, or a single person as a Butler (a personal Fixer who also doubles as a household servant). Color Fixers: The Red Gaze, The Indigo Elder, The Red Sack (mentioned), The Grass Maiden (mentioned), The Purple Tear. Fixer Associations or Associations are large organizations of Fixers. There are twelve Associations in the City, with each having its own specialized area of expertise. Made up of Fixers, the Associations act as the major collective that controls the flow of particular fields of Fixer work. Fixer Offices can work alongside Associations, taking their particular methodologies in mind as representatives. These Association function on a much greater scale than the typical Fixer Office, being able to take jobs from wherever they need to within the City, provided that the work is in their respective field of interest. Associations are composed of several branches split among the City, with the Southern branch being the ones most focused on during the plot of Limbus Company's Sinner Identities. Branches are further divided into Sections ranked from 6 to 1, with the lower number Sections staffed by more competent and higher grade Fixers, while higher number Sections are less prestigious. The lower sections handle more dangerous contracts and thus demand greater pay. Each Association has a President, each branch has a Branch Manager, and each section has a Director. Every Association abides to the collective structure, though each has their own niches, uniforms, and rules. These create the variety which allows for hirers to choose which faction will be chosen for work with guidelines clearly and properly defined by the Hana Association, which act as the primary head for the groups. Hana Association: The head of the Associations. Oversees official Fixer related business, such as Fixer Grades and Fixer Offices. Zwei Association: Specializes in civil protection and peacekeeping. Due to the infrequent amount of jobs they receive, they are in charge of holding joint conferences and events with the other Associations. Liu Association: Specializes in all-out war. In addition to solving the cases they take with general detective work, they also can be hired to resolve the source of the problem. Eight Association Unknown specialization. The Liu Association is one of the twelve Associations of the City, made up of Fixers specializing in direct combat and warfare. Liu Association specializes in combat requests that involve large groups of people, often described internally as warfare. While combat requests are taken by most Fixers, Liu is unique in that each individual member is equipped to deal with multiple foes at once. While they are trained through the use of martial arts to fight groups of enemies while alone, they also heavily value cooperation and coordination over individual action, with groups of 2 or 3 functioning as mini squads that are prepared to take down hordes of foes. The Liu uniform at the base level is a vest adorned with moonlight stones, with a plain white shirt and red tie underneath and black slacks. At higher sections, increasingly lavish red coats are worn by the Fixers. The moonlight stones don't just add a golden glint, but also provide an extra layer of protection against mental attacks. The Liu primarily fight with martials arts. However, they are not unarmed, wearing gauntlets that can start fires when struck, allowing them to wield flames paired with their martial arts. At higher sections, Liu members also fight with swords and other weapons that have similar effects. The Association's logo features a red flame with a yellow "6" in the middle. The Shi Association is one of the twelve Associations of the City, made up of Fixers specializing in stealth and assassination. The Association strives to maintain a level of neutrality and fairness in its dealings, but in recent times it has grown corrupt and lost respect for the sanctity of death. The Shi Association handles all requests made involving stealth killings. Because of this, the Shi's style of operation involves high efficiency, swift decision-making, precision, and adaptability in order to make use of the small windows of opportunity around their targets. This also means that Shi Fixers work best in closed spaces and in smaller groups rather than in large, pitched battles. As the Association most familiar with inflicting death, the Shi Association prioritizes fairness and confidentiality as its principles. The Shi Association will assassinate anyone it is requested to provided they receive the payment to do so. Shi Fixers and affiliates will also never reveal the identities of their clients even under threat of torture or death. The Shi specialize in assassination requests. These types of requests tend to be quite common in The City, and the Shi fixers try to accomplish them silently and within limited time frames. This combination often leads many of the Associations' Fixers overworked, especially when compared to other Associations Fixers known for their high work load. Due to their overwork, Shi agents tend to be heavily wounded and are often covered with scars and bandages. The targets for the Shi can range from civilian targets to more commonly foes armed with various Workshop equipment and augment procedures. To accommodate, they cultivate an eye for weak points and the ability to execute plans promptly so that they may accomplish their hits timely and undetected. The Shi Association South uniform consists of just an armored vest and an undershirt among the lower sections. The director of South Section 5 wears sleeves while their subordinates settle for tank tops. Shi Association Fixers primarily fight with long katanas. The higher sections (At least 2 and 1) instead wear full black and red jackets with high collars. The Association's logo features the character 'Shi' (死, Japanese: death), with the radical '歹' highlighted in red and stylized to more closely resemble the number 4. That radical is also known as the death radical. Yujin: Director of Shi South Section 2. A highly-skilled Fixer, she takes her job with complete professionalism and holds the ambition of restoring the Shi Association to its former glory, free from corruption. Despite her extreme exhaustion, she still takes most of the burden of combat on herself to protect her subordinates. Valentin: An assassin under the supervision of Director Yujin, he has little love for the manager of the Shi Southern Branch, Thelma, and supports Yujin in her mission. Though he may not be as experienced as his superior, he makes up for it in unwavering loyalty. He prefers to deal heavy singular strikes to his opponents. Tenma: A loyal subordinate to Director Yujin, Tenma is perceptive, battle-hardened, and empathetic to her team, hoping to help her superior fulfill her ambition. Just like Valentin, she is loyal to Yujin until the end. She has a small stature, but is incredibly agile and uses this to her advantage. The Zwei Association is one of the twelve Associations of the City, made up of Fixers specializing in civil protection and peacekeeping. The Zwei Association specializes in civil protection and peacekeeping, functioning similarly to a police department. Their top priority is protection, working to protect their client first and only killing in dire situations. However, their protection fees can be relatively steep. The protection jobs that the Zwei Association takes are relatively diverse--they may be hired protect individuals or to guard an entire area. Zwei Association South usually operates undercover, wearing plainclothes instead of their usual uniform to blend in to the citizens of their environment. You caught glimpses of other residents' lives through open, broken, and unblocked windows: a man studying a deck of playing cards as if it were his only possible future worth living; a woman on her knees praying while surrounded by countless trash bags; kids staring wide-eyed at each other's wishpower tattoos (one of them looked at you briefly, listless until he saw your uniform). The last noticeable thing you heard was a tiny gasp from within the apartment the kids were in.* *The midday overcast doesn't leave much to the imagination, as the reality of the Backstreets below drowns out any semblance of potential optimism. Empty, lifeless streets mix with the dichotomous cheeriness of the multiple gilded casinos that grab your attention. A few thoughts cross your mind: For an Association that's catered towards all-out warfare and combat, waiting for a fight to break out like this feels more like a job for the Zwei. Is the difference that we're after defeating the targets rather than guarding this area? Even the idea of lying in wait reminds you of the Shi Association. Is your first job ever since you transferred to South Section 4 going to be this unconventional?* *That's when you see the source of the smoke you saw earlier: a lonesome figure wearing your Association's garb, perched upon the rooftop's cracking parapet. A decorated ōdachi rests flat on her opposite side. From your side-view perspective, you catch inconsistencies in her uniform that a typical Liu Fixer wouldn't allow. Her hands are wrapped tightly in white cloth that spans almost to her elbows, the fabric worn from training or practice. She isn't wearing her vest, nor a white dress shirt, nor a red tie... just a black tank top underneath her coat. Was she called so urgently that she couldn't change? Or does she simply not care?* *She notices your presence, or rather, she finally acknowledges it as she takes another drag. She barely moves an inch, her head affixed to the point in that southern alley below, the one you were tipped about regarding the imminent fight that required your Association's appearance. She blows out a wavy stream and speaks, her voice rough and low.* **Ryōshū:** "L.A.W. (Late, are we?) This one makes my second cig." *She taps off the ashy end of it before she continues.* "Section Director... rushing me into this job. Couldn't even get out of my training clothes. B.S.
