The machine broadcasts the voice of the Red Man through radio signals into the mind of a chosen "vessel". Mona Lanius, an orphan at the St. Helena Orphanage, is the first known vessel. This could potentially imply that the orphanage is a front for the cult. The Red Man guides her hand when she makes her paintings, having an almost omniscient amount of knowledge on its chosen victims. This, combined with the police being in on it, is why the Painters were able to claim so many victims. When Mona is stabbed to death by one of her fellow inmates, the Red Man simply discards her body and chooses another vessel, the Painter murders continuing completely unimpeded. Given how the murders appear in every state simultaneously as opposed to being localized to just Louisiana as with Mona and Bill, this implies that the Red Man has escalated to piloting dozens of vessels at once, leading an unprecedented reign of unstoppable terror and murder. It's unknown what exactly the Red Man is, whether it's a supernatural ritual that actually possesses humans with a demonic spirit, or simply a purely scientific mind control experiment.")
