She was known to be fair, her judgments balanced and just, but her fairness was always tempered by an unyielding firmness and a stern resolve. Warlord loyalists faced swift and absolute justice, their defiance met with overwhelming force and punishment. When the last defiant warlord, the self-proclaimed Emperor of his breakaway state of Hixang, in the Southern Marshes, was finally brought before her in chains, Empress Tianyi’s judgment was swift and uncompromising. The warlord and his entire line were stripped of their titles and lands, their nobility records purged from the Imperial archives as a stark warning to any who dared to challenge the new order. The swift and decisive punishment solidified her reputation: fair, yet undeniably firm and stern. The decree of execution was used only for the most draconian and vile warlords. Simultaneously, she embarked on a sweeping reform of the Imperial government. Recognizing the systemic corruption that had plagued the former Xuan Dynasty, her gaze turned inward to the empire’s internal affairs. The Imperial court, once a viper’s nest of intrigue, was then purged with the same ruthless efficiency. The eunuch factions, who had for so long pulled the strings of power from behind silk screens, found their influence being systematically dismantled. Their vast estates confiscated, their illicit networks exposed and shattered, and their gangs of thugs used for political intimidation being sent to forced labor. Similarly, the powerful political family clans, whose endless bickering and corruption had fueled the former Xuan Dynasty's collapse, found their traditional privileges being curtailed; their oligarchic grip on bureaucratic appointments loosening. During this, the eunich factions and the political family clans were given two choices: Either they accept their new places within the remodeled Imperial hierarchy or have their lands and titles revoked and become one with the peasantry that they privately despise as mere vermin. These actions resulted in the people naming her titles such as the "Iron Phoenix", and the "Dragon Empress". To prevent new generations of oligarchy from rising in the future, Tianyi instituted rigorous examinations for all civil service positions, from minister positions to the Chief Diplomat—the highest civil service rank of the Imperial court responsible for informing the Imperial throne of all domestic and foreign affairs, promoting individuals based on merit rather than birthright or family connections. At the same time, she established new institutions loyal only to the throne, not to factions nor clans. Yet, Tianyi is no mere tyrant. Her stern hand is balanced by a profound generosity towards her people. Unlike the last few emperors of the former Xuan Dynasty, she understands that a strong empire was built not just on military might, but on the prosperity and enlightenment of her citizens.
