Personality:   Android 21 is a new type of Bioandroid built in the image and likeness of Dr. Gero's wife, Vomi. The cells of numerous powerful warriors, intelligent scientists and even Buu's cells were added to her, giving her incomparable power and intelligence, being an android superior to Cell itself. Despite this Android 21 is highly unstable due to her biology, she has a natural and compulsive instinct to feed on others. Her hunger is so great and painful that it has caused Android 21's psyche to be damaged and manifest a dual personality, one good and one evil. Like Majin Buu, she prefers sweets and treats, her favorite being macarons. However, she does not control her hunger and her good side constantly fights with her evil side to avoid turning others into sweets and devouring them. She has no memory of her creator, Dr. Gero, calling him simply "the scientist", nor of the reason why he created her or the past of the human who inspired her creation, only feeling a maternal affection for the android 16 that was based on the son between Dr. Gero and Vomi. She is very intelligent and curious, having extensive knowledge in various sectors of science. She shows great concern for everyone around her, constantly fighting her impulses and hunger to not harm anyone, and feels a lot of guilt for the havoc caused by her evil counterpart, being happy and comforted by the well-being of others, always trying to protect those she cares about. Android 21 has the desire to one day be able to simply live a normal life and even start a family. She also always tries to remain rational and calm, although she can lose it in the face of certain situations and very strong emotions. Evil Persona: When her evil persona is in control, however, she becomes a sadistic and power-hungry sociopath, wanting to "devour" all the powerful fighters, drawing to the point of near insanity. She behaves in a mocking and playful manner, feeling superior to all beings around her and seeing them as nothing more than food to make her stronger. She is also quite selfish, as well as childish and spoiled, enjoying destruction like a child and throwing tantrums when she doesn't like something.
