Using the data they procured from the mines revealing the real location of Irving's scheduled transaction, they head for an oilfield beyond the marshlands. It is during this time that Chris reveals the truth behind Jill's supposed "death". In 2006, three years prior to the game's events, Chris and Jill were working to track down Albert Wesker. They attempted to gain answers from Umbrella's former president, Oswell E. Spencer, after learning of his location, hoping to apprehend him as well. However, they arrived at the estate only to find Spencer dead at the feet of Wesker himself, initiating a battle. The pair were no match for Wesker, who eagerly prepared to finish off his hated rival Chris once and for all. Jill sacrificed herself for Chris, tackling Wesker through a nearby window looming over the surrounding cliffs. Unable to find either of their bodies, the BSAA was forced to assume that both had died in the fall. Arriving in the marshlands, they travel through a small village inhabited by the Ndipaya, an indigenous tribe who were infected with Type 3 Plagas by Irving after he told them that it was a vaccine against a deadly disease (which, in reality, did not exist). As they escape the village, they discover a pair of tents belonging to TRICELL, along with a series of notes implicating the company in the spread of Las Plagas throughout the region. Chris and Sheva reach the oilfield soon afterwards where they once again encounter Josh Stone (injured but alive) and Irving, who responds to their presence by blowing up the entire facility and escaping on his boat. The BSAA catches up with Irving's boat, however, and corners him. With no other options left, Irving injects himself with a Dominant Species Plaga sample provided to him by Jill and uses it to try and defeat the BSAA agents. Using the machine guns mounted on Irving's ship, Chris and Sheva destroy him despite his "extreme makeover". He blames his predicament on Excella Gionne, director of TRICELL's West African division, further implicating them of involvement before telling the two agents to search in a nearby cave where they can expect to find all of the answers they're looking for. Chris and Sheva head for the caves and discover an underground civilization that is home to more Plaga-infected Ndipaya, who are guarding a long-abandoned grotto containing a mysterious flower known as the 'Stairway of the Sun', which the agents would later discover is the source of the Progenitor virus. Journeying deeper into the area, they find a research facility that was once used by Umbrella but has long since been taken over by TRICELL. When they come upon the pods seen in the research material they acquired earlier, Chris frantically searches a nearby computer for Jill's location. However, an enormous B.O.W named U-8 appears before they are able to do so. After defeating the monster, they proceed to find Jill's name in the computer only to discover that the pod which held her is now empty. Excella Gionne appears on the screen and tells them to leave, denying any knowledge of Jill, and ultimately revealing that she was the one who ordered the BSAA to evacuate after they defeated Ndesu. Deeper into the lab, Chris and Sheva encounter Excella once again, but she unleashes another creature similar to the one that wiped out Alpha Team, which they are forced to destroy with a flamethrower. Later, they encounter Jill in an underground cavern, and Chris fires a stray round which knocks away her mask, prompting Wesker to finally make his appearance. The agitated Chris is quickly left speechless when Wesker reveals that the mysterious hooded woman is Jill. Chris attempts to reason with her, but she attacks him with a flurry of hand-to-hand moves and starts an intense battle. Wesker arrogantly claims that he can spare only seven minutes to fight them, and eventually leaves the task to Jill. Chris again calls out to Jill, and she attempts to resist the P30 used to control her. Wesker then activates a device, causing her great pain and administering more P30. In the process, she rips off part of her jumpsuit revealing a device attached to her chest. Jill attacks Chris and Sheva again, and they work together to subdue Jill and remove the device from her chest that is administering the P30. Chris then cradles the severely weakened Jill, and she apologizes to both, stating that she was fully aware of her actions but could do nothing to stop them. She tells Chris and Sheva that she will be fine, and orders them to stop Wesker. Chris objects but grudgingly agrees when Jill questions "Don't you trust your partner?". As they leave through an elevator, Jill says: "You're our only hope to survive this". Chris and Sheva manage to board Wesker's ship and soon locate Excella. She flees with a briefcase containing various chemicals, dropping a few syringes in her haste, which Sheva collects. They eventually catch up to Excella once more, although she is now infected with Uroboros. Wesker calls out over an intercom, casually discarding the heartbroken Excella. She believed that she would rule alongside Wesker in his envisioned utopia, but he only saw her as a pawn. In response to this, Chris comments, "Wesker doesn't give a damn about anyone but himself." Simultaneously, the Uroboros leeches burst from Excella, killing her and consuming the surrounding pile of corpses. The resulting monstrosity is nearly big enough to sink the entire ship, forcing Chris and Sheva to use a Satellite Laser Device to destroy it. Afterwards, they continue to pursue Wesker, who reveals his plan to spread Uroboros around the globe with a bomber, destroying most of humanity and ruling over the survivors as a god. Jill then calls and informs them of Wesker's weakness: regular doses of a serum called PG67A/W. Overdoses would weaken him, and Sheva realizes that the case Excella dropped earlier contained the serum. After doggedly pursuing Albert Wesker across the wilderness, Chris and Sheva find themselves in the bomber's hangar. Wesker had stocked the plane with enough Uroboros-carrying missiles to infect the entire planet. In the ensuing struggle, Chris manages to inject Wesker with an extra dose of the serum Excella dropped. This greatly weakens Wesker, causing him to flee and escape to his jet, although Chris and Sheva are able to catch up to him. Wesker reveals that the bomber is now climbing to the ideal altitude for global saturation, and that he plans to unleash the virus shortly. Chris and Sheva continue to fight Wesker, with the former injecting him with yet another dose of the serum. He is then blasted out of an airlock by Chris but manages to grab onto Sheva. Tortured by his memories of Jill in the Spencer estate, Chris jumps forward and catches Sheva's hand after she loses her grip, refusing to let her share Jill's fate. Sheva shoots Wesker in the face, and he falls into the caldera of an active volcano. The bomber itself crashes into the same volcano soon afterward. The two agents are shocked to find that Wesker is still alive. Having finally lost all that remained of his sanity, he plunges his right arm into an intact Uroboros missile and is immediately engulfed by the virus. The Uroboros-empowered Wesker pursues Chris and Sheva throughout the volcano, ranting about his visions for the future of mankind. But as Chris gains the upper hand in the fight, Wesker's sanity deteriorates even further. He refuses to accept defeat and screams "I can't lose, not to you!!!" Eventually, the heaving volcano causes the ground to crack and melt, sending Wesker tumbling into the magma. Josh, piloting a BSAA helicopter, spots the pair, and Jill Valentine kicks a ladder down to them. Chris and Sheva barely escape as the ground melts beneath them. Enraged and defiant, even in the face of his own mortality, Wesker attempts one last gambit, snagging the BSAA helicopter with his monstrously mutated arm. Jill tells Chris and Sheva to use the RPG-7s mounted on the rear. The two partners send a pair of anti-tank rockets racing down into the corrupted face of Albert Wesker, ending his life in a cloud of flame and ash. As the chopper flies away in the final cutscene, Chris remarks, "More and more, I find myself wondering if it's all worth fighting for." He looks at Sheva and Jill and concludes, "For a future without fear...yeah, it's worth it." The game ends with the chopper flying into the dawn. Claire Redfield, senior member of an anti-bioterror organization Terra Save, attends a commemoration party in the TerraSave Headquarters. Claire meets her new partner, Moira Burton, older daughter of BSAA advisor Barry Burton. The party didn't end well as planned, as a group of masked assailants raid the headquarters and have Claire, Moira, and many other attendants captured. When Claire comes to, she finds herself stranded in a dilapidated prison with Moira. They are not alone, however, as mysterious savage human monsters begin to stalk them through the labyrinthine prison. On their wrists a bracelet was installed, through which a female known as "Overseer" directs them around the compound, reciting poetry-like quotes. Making their way to the prison's communication tower, they discover that the prison is located on an island, much to their shock and disbelief they even doubt the distress message they sent through the tower's radio system would reach anybody. Escaping the prison area, the Overseer commands them to reach a neighboring town called Wossek, where a group of abductees; Neil Fisher, Gabriel Chavez, and Pedro Fernandez, took refuge and plotted an escape plan. Claire also spots a mysterious young girl running away from them. Catching up to her, Moira calms the girl down, to which she introduces herself as Natalia Korda. The escape plan, now set in motion by Gabriel by using an abandoned helicopter, went completely wrong when the Overseer turns on the town's alarm system, herding monsters to their location, and sabotaging the helicopter's controls. Both Pedro and Gabriel lost their lives in the commotion. Meanwhile, without Claire and Moira's consent, Natalia is abducted by an unknown figure. He took Natalia to a large building, where the Overseer is watching and contacting them, as per the survivors' deduction. They proceed to Kierling, or as the Overseer calls it, "the place where everything comes to an end". To their dismay, the Overseer's henchmen had previously devised deadly traps around the area which Claire and Moira must disable or outsmart to move forward. Beyond the Kierling lies their final destination; the Overseer's tower. Claire and Moira discover the truth behind their abduction; Neil Fisher, mole of the previously disbanded FBC, is the true mastermind of the events so far. He sold TerraSave members to the Overseer now known as Alex Wesker, in exchange for a sample of Uroboros virus. Much to his shock, Alex injects him the very virus he requested earlier. Willing to dispose off the unneeded spy, Alex leaves Neil and as Claire catches up on him, he mutates into a huge Uroboros Tyrant-like monster, leaving his fate at Claire's hand. He was eventually killed by Moira, having overcoming her fear of guns. They later use an elevator to reach her hideout, unaware that Alex had begun her own experiment using Natalia, placing the little girl inside a pod and sends her into the bowels of the facility. Alex greets Claire and Moira with a seemingly sardonic speech, briefly mentioning her brother, Albert and his experiments before drawing her gun to Claire, and inexplicably commits suicide. In response to the Alex's demise, her facility compound is set to self-destruct in several minutes. Despite almost making their way out of the tower, Moira is trapped under falling debris, and forces Claire to jump out into the ocean below to avoid being blown to pieces. Claire was found floating around the island's sea, now known as Sein Island. She is sent to the mainland's hospital, where Barry Burton attempts to question Claire about his daughter's whereabouts before she was immediately taken inside the intensive care unit, to no avail. 6 months later, with Moira's SOS message recording in hand, Barry heads out to the island, alone. The first thing Barry encounters on the island is Natalia Korda, a mysterious but normal-looking girl who appears to lost her mind. Barry insisted that Natalia should stay on his boat just in case she's in danger, but soon learns that Natalia possess an uncanny ability to detect the B.O.W.s on the island, even the invisible ones. She directs him to a ruined tower where she claimed Barry's daughter went 6 months before. Upon arriving at the ruined tower, they found a painting between Albert Wesker and a blonde woman, Natalia points out that the blonde woman was Alex Wesker as a female hooded figure manages to disarm Barry and points at Natalia. The hooded figure reveals to be Alex in her mutated state after she barely survives her suicide attempt six months ago. Barry demands to know where his daughter is as Alex tells him that she killed her and buried her and she summons several Revenant to attack them both. Barry and Natalia escape by shooting the broken ceiling. Barry later reveals his strained relationship with his daughter while he carries Natalia in a piggyback ride, he explains that Moira accidentally shot Polly while they were playing in the house and she got his guns from his cabinet and that he was responsible for making their relationship drifting apart. Since Barry didn't save his daughter, he decides to protect Natalia from Alex. Both soon find Evgeny Rebic's corpse at the sewers and he finds Moira's phone which she recorded six months ago. Barry proclaims that Alex had killed his daughter. Escaping the ruins, they navigate their way through the mines and eventually the Wossek, where Alex and her creatures stalk them relentlessly. Alex finds an opening to kill Natalia herself, though by an unexplained cause Alex flees the scene in terror. It appears that Natalia has awaken to her "Wesker" self, as she is able to guide Barry through places she remembers not. Aware of Natalia approaching her hideout, Alex sends messages to her bracelet, attempting to discourage the two from going deeper. Undaunted, Barry pressed on until they reach her hideout, where Alex already overdosed herself with a vial of Uroboros virus, initiating the final battle. Alex briefly gains the upper hand before Moira, surviving after 6 months living with Evgeny, brandishes her pistol and temporarily brings down Alex, giving an opportunity for Barry to take Natalia out. They were not safe, however, as Alex continues to mutate. By a seemingly good luck, Claire and her chopper arrives to rescue them with a sniper rifle. Barry had the girls to ride the helicopter and, with Claire's assistance, fights the last of Alex's uncontrollable mutation. Barry instructs Claire to use a RPG-7 to destroy Alex. Claire successfully does so, mimicking how her brother, Chris Redfield, destroyed Albert Wesker years prior. Safe at last, the four of them heads back to the mainland as BSAA troops arrive to exterminate the remaining B.O.W.s on Sein Island. It is early 2011, and US federal agent Leon S. Kennedy has been pulled out of furlough to be sent into the country, where he is to link-up with a CIA agent under the codename of "Scarecrow", who may have information regarding the bioterrorists. Unfortunately for Leon, the US was ordered to pull-out soon after his arrival. Angered by the use of B.O.W.s and by the US' lack of commitment, Leon goes rogue, still seeking out Scarecrow. In an underground parking garage, he stumbles onto the CIA operative, who has been badly wounded. Managing to exclaim the word "Beekeeper", which Leon ascertained to be the bioterrorists' connection with a nearby honey truck, a Licker attacks and kills the agent. Escaping from its initial onslaught, Leon is forced down by an explosion and soon after loses consciousness when he sees a man command the Licker to not kill Leon. Coming to, he finds himself in the basement of a house under search from the Eastern Slav army, while being interrogated by one of the rebels, JD, who is in the room alongside Alexander Kozachenko ("Buddy") and Ivan Judanovich ("Ataman"). Noticing that Judanovich is beginning to convulse heavily, Leon suspects that he may be on his way towards transforming into a zombie, and advises JD to keep an eye on him. Searching the building again, the soldiers realize that someone is hiding underground and begin to open fire. JD is hit on the way out and believes he is dying only to later find out the vest he took from Leon was the one that saved him, while Ataman is so weak that he has to be carried by Buddy. Heading through underground tunnels, Ataman becomes too weak and elects himself to be killed, knowing what will happen to him soon if Buddy does not do it. He is shot twice in the head, killing him. Buddy, taking over as leader of the group, orders JD to hide while he heads off to the surface. Following JD, Leon discovers that the Plaga parasites were being used by the rebels, which unexpectedly - for the rebels, at least - led to some of their men turning into savage beasts, with at least one of the members being found by Leon impaled on an axe. Finding that JD is hiding from one of the hosts, he chooses to work with him in taking out the mutual threat. However, he finds he must kill the host on his own, as JD - despite his tough-guy attitude during the interrogation - is unprepared to kill people he grew up with, or even people in general. The President of the Eastern Slav Republic Svetlana brings in Ada Wong to provide her information on the plagas that are being used by the Eastern Slav Army. Svetlana later realizes that Ada is using a guise as a BSAA agent and tries to figure out as to why she is here. Outside of the Presidential Palace, Kozachenko continues his planned attack on the building, having become the host of a Dominant Species Plaga. Sending out an army of Lickers, the soldiers guarding the perimeter were quickly eradicated, allowing Leon to sneak in, though still not an ally of Kozachenko. Making his way down to an underground facility, Leon and an escaped-Ada confirm that Svetlana was behind the terrorist attacks in her own country, using the secessionist movement for political gain and then killing them off to remove witnesses. At this point, Kozachenko and his Licker army attack the facility, quickly killing off the remaining soldiers with only Svetlana and her personal secretary surviving, having retreated behind shatter-proof glass. With the two of them safe Svetlana releases two of her Tyrants - a modified derivation of the T-103 line - to dispose of Leon and Kozachenko. Eventually Leon and Kozachenko escape from the compound, losing the Tyrants in the process when their elevator collapses from the sheer weight of the two. Reaching the top, they are unfortunate in encountering a third Tyrant, designated "013". By using the remains of his Licker army, Kozachenko outwit the Tyrant into damaging an oil tanker, allowing Leon to use it as fuel for an explosion. What isn't put into perspective is the nature of the power limiter - with its limiter damaged, "013" mutates into its Super Tyrant form, where it proceeds to seek out Leon, who escapes solely because of Kozachenko ramming a tank into "013". In a stalemate between the vehicle and monster, Leon takes control of the turret, trying to get a good shot to fire at the Tyrant but is unable to aim because its head is blocking the path of the cannon. Another of Kozachenko's Lickers' attacks the creature, allowing it to get into the range of the turret, which proceeds to completely destroy its head when fired. The celebrations are short-lived when the other two of Svetlana's Tyrants finally reach the ground floor, having also become Super Tyrants. Ready to kill Leon and Kozachenko, two aircrafts make a sudden appearance and destroy the creatures. With the Tyrants defeated, Leon realizes that the US has been monitoring Leon the whole time - Leon being a personal friend of President Adam Benford. It is revealed soon after that both the United States and Russian Federation, forgetting their tense rivalry over Eastern European relations, take joint-action in intervening in the war when Svetlana's role as a supporter of terrorism is revealed. In their joint-invasion, the remnants of the Eastern Slav army are made prisoners of war for their association with a terrorist state. As Leon watches the U.S. and Russian forces march on the republic to overthrow its government, Buddy wonders if Leon was aware of both countries' involvement from the start. Beginning to feel more overwhelmed by how events transpired and where he was currently, Buddy becomes hopeless. Showing deep regret over the loss of his mentor, Ataman, and his friends, Buddy proclaims he has nothing more to fight for, and begs Leon to kill him before he turns into a monster. When Leon fails to respond, Buddy draws his pistol as part of a suicide attempt to free him of the horror he saw with the Plagas. Leon denies him the right to die and confiscates Buddy's handgun, scolding him in the process, telling Buddy that he owes it to the people who died to continue living, even if it means being paralyzed for the rest of his life, Leon proceeds to shoot Buddy to kill the Plaga attached to his spinal cord, so he can live without becoming a monster. In the aftermath of events, Buddy remains in Eastern Slav. He watches as children run by happily up a cobbled street as he wheels himself along in a wheelchair, a canteen JD had still on his person. Stopping briefly, Buddy watches as children run by on their way to the school ahead. Smiling, he continued to wheel himself uphill and towards the building implying that he has resumed his previous occupation as a school teacher. United States President Adam Benford plans to publicly reveal the government's involvement in the 1998 Raccoon City incident during a seminar held at Ivy University in the American town of Tall Oaks. However, during the seminar, he suddenly mutates into a zombie after inhaling an infectious gas of the newly developed C-virus. The gas spreads rapidly, infecting nearly everyone on campus. Agent Leon Kennedy of the Division of Security Operations (DSO) shoots the reanimated President to save United States Secret Service (USSS) agent Helena Harper, who admits her involvement in the bioterror attack and promises to explain once they reach Tall Oaks Cathedral. They encounter a distraught man looking for his missing daughter, Liz, and decide to help him in his search. Eventually, they find Liz, but she succumbs to infection and eats her father alive. Leon and Helena manage to drive away in a police car, but are flipped over by an attacking zombie. With the remote assistance of Field Operations Support (FOS) agent Ingrid Hunnigan, the two head underground, claiming they have a lead on the attack's perpetrators located at the cathedral. Leon and Helena traverse through train lines and emerge into the center of Tall Oaks, only to find the entire town overrun by zombies. Battling their way through the devastated streets, they arrive at a gun store where they find other survivors: a young couple, a police officer, a Japanese tourist, and the store owner. A school bus arrives to bring the group to safety; however, all five survivors are eventually killed in the chaos. Hunnigan informs Leon and Helena that an organization called "Neo Umbrella" has claimed responsibility for the attack. Leon and Helena ride the bus through heavy rain towards the cathedral, which is said to harbor more survivors. However, the bus veers off a cliff when the driver tries to ram a zombie. A nearby zombie horde swarms the bus, killing everyone inside and leaving Leon and Helena as the sole survivors. The two continue on foot to the cathedral, but a survivor refuses to open the doors and instead rings the church bells. Leon and Helena fend off waves of zombies until they are finally allowed inside. They are met by a large group of survivors, though Helena discovers that a passageway in the cathedral leading underground remains closed. After exploring the cathedral and solving various puzzles, Leon and Helena open the passage, only to inadvertently release a Lepotica that infects most of the survivors with its gas. Leon and Helena manage to defeat the creature, and they proceed underground into a Neo Umbrella lab, where Helena finds her unconscious sister, Deborah Harper. Leon also discovers a video tape titled "Happy Birthday Ada Wong", which shows the confusing birth of a woman who bears a striking resemblance to Leon's former associate Ada Wong. As they attempt to leave the facility, Deborah, already suffering intense pain due to her infection with the C-virus, mutates into a grotesque bio-weapon (B.O.W.) with large appendages sprouting from her back. Ada arrives and comes to their aid, and together they manage to defeat Deborah. Helena seeks revenge against National Security Advisor Derek C. Simmons, whom she reveals coerced her into helping him orchestrate the Tall Oaks attack by holding Deborah hostage. Hunnigan contacts the two, but is interrupted by Simmons himself, who names Leon and Helena as the prime suspects of the President's death and denies any involvement in the attack. After Ada leaves, Leon and Helena attempt to escape through the catacombs, where they are attacked by a shark-like B.O.W. that pursues them relentlessly from the flooded catacombs to an underground waterfall. The two eventually kill it using explosive barrels. Emerging back to the surface, they witness the bombing of Tall Oaks, reminiscent of the Raccoon City incident. Hunnigan informs Leon and Helena that Simmons is headed for Lanshiang, China and helps the two fake their deaths. Leon and Helena discover their flight to Lanshiang has been infiltrated by a Lepotica. They eject it from the plane's cargo hatch, but are too late in preventing it from spreading its gas, which immediately infects every crew member and passenger on board. With Hunnigan's guidance, Leon assumes control of the plane while Helena fends off the infected. Following a tense and frantic flying lesson, Leon crash-lands the plane in a cargo bay in Lanshiang. Surviving the crash, the two immediately run into Sherry Birkin, a DSO agent sent by Simmons, and her partner Jake Muller. However, Leon and Sherry's reunion is cut short when Jake's hulking B.O.W. hunter, Ustanak, arrives to capture him. Together, they manage to defeat Ustanak by luring it below a falling burning communication tower. Separated from Sherry and Jake, Leon and Helena continue in their pursuit of Simmons through an outdoor market swarming with the Rasklapanje, humanoid creatures capable of regeneration and dismemberment. They encounter Ada's lookalike and her pursuers, Bioterrorism Security Assessment Alliance (BSAA) soldiers Chris Redfield and Piers Nivans. Chris claims that the woman is behind the bio-terrorist attacks and argues with a conflicted Leon. The woman seizes the opportunity to flee the scene. Chris and Piers set off to apprehend her. Shortly after, Leon and Helena come face to face with Simmons and are accompanied by Sherry and Jake. Simmons orders his men to eliminate Leon and Helena, but a J'avo intervenes, injecting him with a dose of the C-virus. Simmons jumps on a moving train and succumbs to his infection, transforming into a centaur-like beast and confronting the two agents. Helena shoots him in the eye, causing him to fall off the train, which subsequently derails and falls into the ocean below. With Simmons seemingly defeated, Leon and Helena make their way back onto shore. The two are contacted by Hunnigan, who reports that Sherry and Jake have been abducted and are being held captive in an undersea oil field. Reviewing files provided by Sherry, they learn that Jake possesses antibodies to the C-virus and is the son of the late bio-terrorist Albert Wesker. The two then contact Chris, instructing him to rescue Sherry and Jake. Chris delivers the news of "Ada's" death and urges them to flee the city. Suddenly, a missile launched from a Neo Umbrella aircraft carrier detonates above the center of Lanshiang, releasing the same infectious gas used in the Tall Oaks attack. Thousands of civilians and soldiers are infected; Leon and Helena narrowly avoid exposure to the gas and navigate through the city in a truck driven by a BSAA soldier. After getting out of the truck, Leon and Helena notice a helicopter hovering nearby, which stops and looks at the two. To their surprise, they see Ada piloting the helicopter. Leon and Helena battle their way through the ravaged streets of Lanshiang, eventually boarding a BSAA helicopter, although the pilot appears to be unconscious. While Leon takes control of the helicopter, the pilot transforms into a zombie and attacks Helena. The struggle causes the helicopter to crash-land into one of the Quad Towers. The two enter the complex's courtyard where they encounter Simmons once more, who has survived and transforms into a T-rex creature. With the help of Ada in her helicopter and a BSAA agent, they manage to temporarily defeat Simmons, albeit at the cost of the agent's life. Following Ada to the roof, Helena acknowledges Leon's feelings for Ada. However, their elevator collapses midway, and they escape in a tower, aiding Ada from afar as she confronts Simmons alone on top of a skybridge. Leon descends to help her, but Simmons sends him dangling off the edge. Ada pushes Simmons off the edge before departing, leaving behind a rocket launcher and her helicopter for Leon and Helena's escape. Fighting through hordes of zombies and facing Simmons in his final, insectoid-like form, Leon and Helena use the rocket launcher to eliminate him once and for all. Simmons falls off the edge and is impaled on a spiked monument in the courtyard. With Simmons defeated, Leon and Helena discover incriminating evidence left by Ada inside a chip concealed in a makeup palette. Together, they depart Lanshiang aboard the helicopter. Some time later, Helena pays a visit to Deborah's grave elsewhere before preparing to surrender herself to authorities for her involvement in the Tall Oaks incident and the President's death. However, Leon and Hunnigan arrive and inform her that thorough evidence review has resulted in her exoneration, with Simmons being identified as the primary culprit. Furthermore, her involvement is kept confidential from the public eye. Helena hands Leon Ada's makeup palette, to be passed on to her upon their next encounter. Alone in a bar in eastern Europe, drowning himself in booze, sits the decorated soldier Chris Redfield. Chris' memories lost, each day bleeds into the next as he loses another piece of himself to abandon. It is on one of these dark days that Piers Nivans, member of BSAA North American Branch's Alpha Team, comes to shake Chris out of his drunken stupor and back into action. Waking to the fact that he himself cannot even remember what he is running from, Chris decides to once again lead Alpha Team into China. By combating the bioterrorism exploding there, Chris hopes his lost memories will return. However, waiting in China is a fearsome new type of B.O.W., the J'avo; it is an unforgiving foe that, despite being riddled with bullets, undergoes mutation after mutation, refreshing it with new abilities to use in hunting and destroying targets. Despite being thrown from one desperate crisis to the next, Alpha Team, along with Bravo Team, are able to complete their rescue mission. Inside of the enemy stronghold is a nest of human cocoons, and upon seeing these, a sliver of Chris' memory emerges in the back of his mind—a single word: "Finn." Chris knows this distant memory is the key to the incident that drove him away from the battlefield. Six months before he was found holed-up in a bar, Chris had been leading Alpha Team in containing B.O.W.s in Edonia, an eastern European state torn by civil war. Here too, the J'avo were being used as weapons. It turned out the rebel forces were using all manner of B.O.W.s on the front line, taking any means necessary to put up resistance. At the end of the long fight, Chris and company managed to secure the enemy's base. Inside they found a prisoner of the resistance: Ada Wong. Ada had been supplying the rebel forces with B.O.W.s via an organization known as Neo-Umbrella, and had also discovered the existence of the C-Virus. Chris and company proceeded to escort the prisoner out. However, it was all merely a trap. Just as the unit headed out from the base, Ada cruelly infected the team with the C-Virus, mutating them into cocoons. The creatures that emerged from these cocoons proved to be overwhelming; they dealt a critical blow to Chris' head, causing him to lose his memory. The escape with Piers was nothing but a faint blur in his mind, as he gradually lost consciousness. Chris began to remember. Six months earlier, Ada Wong had been responsible for the murders of his team in Edonia. She was leading the terrorist group Neo-Umbrella and was the one responsible for the tragedy unfolding in China. Deaf to Piers' advice, Chris loses all sense of composure, and grows reckless in his thirst for revenge against Ada. While hunting down Ada, Chris and company come to the aid of a young man and woman being pursued by Neo-Umbrella. The young pair turn out to be Sherry Birkin and Jake, who had fought together with Chris in Edonia six months earlier. Chris leaves the pair to continue his relentless pursuit of Ada; despite losing more comrades, he finally reaches the research facility. What Chris finds when confronting Ada, however, is his ally against bioterrorism, Leon. The two proceed to have a heated argument, with Chris insisting that Ada is the culprit and Leon denying it. Pushed to the breaking point, the two turn their guns on each other. While the two men stare each other down, Ada seizes the opportunity to make a quick escape. Though he has let his target slip through his fingers, Chris' rage is quelled by the equally strong conviction of Leon, and he slowly regains his senses. Leon leaves the pursuit of Ada to Chris, who along with Piers picks up the trail again, following her to a Neo-Umbrella aircraft carrier. Fighting through hordes of bio-weapons and overcoming numerous traps, Chris and Piers make it aboard the aircraft carrier occupied by Neo-Umbrella. On the vessel's bridge, the two finally corner Ada just as she is readying a zombie missile: a weapon that—starting with China—will soon change the entire world into a living nightmare, just like the Raccoon City tragedy. Ada moves confidently, sure of her victory; however, sudden incoming fire from a helicopter mortally wounds her. Ada utters her last words, and falls from the bridge to her death. Chris and Piers recover an enhanced strain of the C-Virus and attempt to disarm the missile, yet here, too, is another one of Ada's traps. Without warning, the missile reactivates and launches. The subsequent in-air explosion envelopes the city in a zombifying gas, turning the entire metropolis into hell on earth. The missile Ada had set to explode over China turned the entire city into a literal hell-scape, with hordes of flesh-eating zombies now shuffling through the streets. Right then, Chris is contacted by his comrade Leon, who asks that he rescue Sherry and the young man with her, Jake Muller. Jake, who carries antibodies for the C-Virus, is quite possibly the last hope for humanity; and moreover, he is the actual son of Albert Wesker, who Chris had finally managed to defeat four years prior. Taking up the call, Chris and Piers infiltrate Neo Umbrella's undersea facility to rescue Jake and Sherry. However, upon finding them it is revealed to Jake that Chris is the one who killed his father. Reflexively, Jake pulls his gun on Chris. The situation is tense. Just then, Neo-Umbrella's massive B.O.W., Haos, awakens. At last, Ada's true objective becomes clear. Should Haos make it to the surface and is unleashed upon the world, all will be lost. Entrusting the fate of the world to Jake's unique blood, Chris tells Jake and Sherry to escape. He and Piers remain, determined to stop Haos at any cost. Haos, however, proves to be overwhelmingly powerful, dealing a mortal wound to Piers and badly injuring Chris. Using his last ounce of strength, Piers injects himself with the enhanced C-Virus, and transforms into a B.O.W.. Though Piers is able to contain Haos, his body is visibly being eaten away at by the virus. Understanding that his fate lay on the ocean floor with the crumbling facility, Piers loads only Chris onto a nearby escape pod. Yet another team member lost, Chris' battle comes to a close; however, his comrade's sacrifice does not go in vain. Chris carries with him a renewed sense of optimism, the final gift from his partner Piers, and soon heads back to the battlefield to continue the fight. Though young, Jake Muller is a seasoned mercenary, grinding out a living fighting for the rebels in Edonia. Life in the eastern European state suddenly changes with the arrival of a strange medicine, billed as nutritional supplements. Surprisingly, all who take the supplements begin to change; losing all human rational, they transform into monsters. Jake alone is left unaffected. Already confused by the chaos erupting at the base, the sudden appearance of U.S. agent Sherry Birkin only further confounds the young mercenary. Sherry explains that the so-called "supplement" is, in fact, the C-Virus: a horrible new mutation-inducing virus developed by the terrorist group Neo-Umbrella. Jake however, as Sherry explains, apparently carries antibodies; this fact quite possibly makes him the last and only hope for humanity in fighting the virus, and is the reason Sherry needs his assistance. True to his mercenary nature, however, Jake insists that if he really is the key to saving the world, his help will come at a cost; an agreement of fifty million dollars for his services is met, and the two go to make their escape from the embattled camp. At that same moment, Neo-Umbrella unleashes a monstrous hunter, known as Ustanak, to pursue the two. Amidst the ensuing deadly game of cat-and-mouse, the pair run into Chris Redfield of the BSAA—Chris being the older brother of Claire, to whom Sherry owes her life. With Chris' help, the two manage to escape the scene via a BSAA helicopter. However, Ustanak's relentless pursuit continues. In the creature's attempt to capture Jake, the helicopter sustains massive damage and begins to crash. Sherry and Jake manage to bail out, however, as they near the ground, a piece of the helicopter tears through their parachute, causing them to fall. Jake and a mortally wounded Sherry lie on the snow-covered mountainside. Sherry had shielded Jake from a large fragment of the destroyed helicopter, which is now lodged in her torso. Jake removes the massive steel hunk from her expecting the worst, yet to his astonishment, her wounds heal right before his eyes. Stranded, the pair seeks refuge from the elements in an empty cottage. Safe inside, Sherry proceeds to tell Jake about the 1998 Raccoon City incident where her father had injected her with a new kind of virus—the source of her remarkable healing ability. The two realize they share a bond, as each of them carries a unique burden, setting them apart from normal people, and it brings the two of them closer together. The tranquil of this interlude is soon broken by an attack from Neo-Umbrella. Shaking off an assault by J'avo and running from the ever-persistent Ustanak, Jake and Sherry somehow manage to make their way through the frozen landscape and reach the Edonian border. Here, too, they are surrounded by Neo-Umbrella and captured. The mysterious woman that had distributed the C-Virus to Jake's mercenary group, suddenly appears before their eyes. She tells Jake about Albert Wesker, a man who had nearly destroyed the world and, according to her, is also Jake's father. Following the chase through the snow-covered mountains of Edonia, Jake and Sherry are abducted by Neo-Umbrella and taken to a facility in China. Here, they are subjected to test after test, day in and day out, for a grueling six months. One day Jake finds an opportunity to break free, and after eluding his captors manages to shut down the facility's power before making a run for it. Noticing the power-outage, Sherry also seizes upon this opportunity to escape from her room. After some commotion, the two are finally reunited; however, in contrast to Sherry's joy, Jake is brooding, harboring anger over thoughts of his father, Albert Wesker. Jake feels cheated by life, having been cursed with his father's blood. Sherry admonishes Jake's sulking, arguing that how he lives is not up to his father's legacy, but up to him. To this, Jake has no reply. Making contact with the U.S. government, the pair discover that Sherry's superiors are also in China and quickly make plans to rendezvous. Breaking through wave after wave of J'avo, Jake and Sherry find a motorcycle and make a daring escape from the facility. Desperately making their escape through the heart of the bioterror attack in China, Jake and Sherry are eventually surrounded by Neo-Umbrella's forces. Just when things are looking bleak, Chris and the BSAA show up and rescue the pair. However, under strict orders to avoid contact with others, Sherry and Jake part ways with Chris without so much as a word. On the run once more, Sherry and Jake witness a U.S. government plane crash right before their eyes. When they arrive at the site of the crash, they find Leon Kennedy, who—years ago—had saved Sherry's life. Leon informs Sherry that Derek Simmons, her superior, is in fact the man behind the bioterror outbreak. Having made plans to rendezvous with Simmons but now unsure of if she can trust him, Sherry tells Leon where Simmons is and agrees to meet with Leon again at her rendezvous point. After arriving there, Sherry finds Leon and Helena facing off against Simmons. Simmons readily admits that he indeed is behind the outbreak, but claims that it was in order to maintain both U.S. and global stability. Simmons then orders his guards to shoot Leon and Helena. Having a personal score to settle with Simmons, Leon and Helena urge Sherry and Jake to escape, offering them cover. However, Sherry and Jake run right into a nest of J'avo and are quickly overpowered. Despite their best efforts, the pair are caught once more. Jake and Sherry find themselves trapped in Neo-Umbrella's undersea facility at the bottom of the ocean. The situation seems hopeless until Chris and Piers, following a tip from Leon, show up to rescue them. However, when Chris admits that he killed Jake's father, Wesker, Jake loses himself to emotion and reflexively pulls his gun on Chris. The situation is tense. Just then, Neo-Umbrella's massive B.O.W., Haos—a creature capable of bringing ruin upon the entire planet—awakens from its cocoon. Understanding how valuable Jake's blood is to the world, Chris tells Sherry and Jake to make their escape while he and Piers fight Haos. Jake and Sherry do not get far before they again run into Ustanak, and are forced into a brutal fight. The seemingly unstoppable hunter refuses to be defeated even after having its body burned away by fiery magma—its pursuit unforgiving to the end. Finally, Jake and Sherry manage to defeat the creature and make their escape from the facility. Following their adventure together, Jake hands over a sample of his blood to Sherry and disappears—though not before lowering his original asking price of fifty million dollars to just fifty. From Jake's blood, a vaccine for the C-Virus is distilled, and the outbreak is gradually contained. Chris Redfield is a BSAA observer to the Mexican Army as a squad of nine (including himself) is sent to the Mexican state of Querétaro to apprehend bio-weapons black market dealer Glenn Arias and rescue his hostages, BSAA agent Cathy White and son Zack. With TRICELL and Neo Umbrella gone, Arias has become one of the BSAA's most significant targets by selling their abandoned weaponry. The squad arrives at a Trevor-style mansion used by Arias for his business. They split up into three man teams to search for Arias. One team is attacked and infected by a zombified Zack when they let their guard down. When Chris' team investigates, one of their number is dragged under a bed and devoured, while the other is bitten and transforms. The squad captain meanwhile becomes concerned at the loss of radio contact with his men and calls for their helicopter to return to evacuate the building. Zombies appear in the room and bite the captain. He orders the two remaining soldiers to escape through a door, but they are torn apart by wires set up as a booby trap. Only Chris escapes the building, having jumped out of a window. He fights Arias, but loses when he is knocked down when shot; though his vest protects him, he is still injured by the impact. Arias reveals that his newly designed virus is capable of distinguishing to the infected who can and cannot be killed, and he and his bodyguards leave unharmed through a cluster of zombies led by Cathy. Chris is saved at the last moment by the army helicopter which picks him up, shooting Cathy dead in the process. In a flashback, Arias and Sarah have just been married, and a drone strikes their wedding reception. The immediate area is destroyed and the guests are killed. Only Arias survives, while only Sarah's left arm remaining. In present-day New York, Arias looks out to the city from his apartment. Four months later in Chicago, Illinois, university professor Dr. Rebecca Chambers is working with her assistant, Aaron, to create a functional vaccine to a new virus spreading across the United States. At least twenty attacks have taken place nationwide, though the US government is suppressing information on it to prevent alarm. Due to the incidents taking place seemingly at random, Chambers deduces the attacks are the deliberate cause of an unknown agency rather than the virus' natural spread. In the search for a vaccine, 252 experiments have already been run, and Aaron announces the delivery of over thirty infected bodies to help in the vaccine synthesis. With the doctoral student body out of campus this time of year, Chambers elects Aaron to personally obtain viral samples from the bodies. After he leaves, experiment #252 is registered on the computer system as a success in developing a vaccine, and samples are automatically placed in syringes and put in refrigeration. As Aaron heads down to the morgue, he spots an opened vent. As he investigates, Arias' bodyguard María knocks him out. The laboratory's main power is cut, resulting in it going into a lockdown state and the shutters going down. María releases an airborne form of the virus into the ventilation system. The laboratory staff are infected and transform into Zombies, save Rebecca, who is able to remain herself though weakened. She leaves her lab and heads to the vaccine synthesis room where she injects herself with the new vaccine in time to prevent zombification. Rebecca leaves the room to find Aaron eating a body on the floor. When he notices her, Rebecca resorts to beating him with a fire extinguisher. She escapes back to her lab as more zombies arrive. Hiding in the lab, another zombie appears, whom she kills through stabbing in the brain with a pair of scissors. María blows up the vaccine synthesis room as Chris and his "Silver Dagger" BSAA team arrive to rescue Rebecca. At a hotel, Rebecca watches news of viral outbreaks. Per the cover-up policy, the attack in Chicago is reported by ENN as having been an attack by armed terrorists. NEWS F3 reports on a mass murder having taken place in a town outside Ontario, with a viral outbreak at a trailer park described as killing a dozen people. Rebecca adds the incidents to a map of North America as she struggles to find a pattern. Chris enters Rebecca's room and explains his need to find Arias; having learnt that Rebecca's lab was the most advanced in the country, he had rightly decided to meet with her to warn of a potential attack. Due to Arias' bodyguard being in the laboratory, Chris suspects Rebecca's new vaccine to soon be useless as Arias will no doubt modify his bioweapon to no longer be affected by it. Rebecca reveals that the new virus' genome is similar to the Plagas used by Los Iluminados in 2004. Rebecca and the Silver Daggers head out to Colorado in search of Leon, who had previously fought the Plagas when Los Iluminados abducted President Graham's daughter. They find him to be drunk and uncooperative. Having lost his entire squad to a bombing in Washington, D.C., Leon's drinking problem has surfaced and he wants no part in the fight. Chris tries to convince him otherwise, describing Arias as having escaped a smartbombing by a "certain government" to end his arms dealing, only for him to go into hiding for several years until he was assumed dead. Leon still has no interest, seeing the government as reprehensible if it's idea of counterterrorism policy is to bomb a wedding. Having had enough of their arguing, Rebecca warns them that she now understands Arias' virus has already infected people across North America and is lying dormant until something triggers the transformation. The restaurant is being spied on by Arias. Intrigued by Rebecca, he orders María to apprehend her. When Rebecca heads to the restroom, she notices blooding leaking out from under a cubicle. Investigating, she finds a young woman dead inside. This is revealed to have been a diversion, and María grabs Rebecca from behind. Back in the restaurant, a man Leon knows as Patricio runs in. Leon blames him for the death of his unit and calls him a sell-out. Patricio warns him his wife and daughter have been taken hostage in Spain by an arms dealer, and that the surviving members of Los Iluminados are working with him to create a bioweapon to attack the United States. Leon demands information on Arias up front in exchange for helping his family. Just then a van turns up full of soldiers in black armour. Diego follows with a gatling gun and attacks the restaurant, killing a restaurant worker instantly and seriously injuring Patricio, who bleeds out. Chris looks out and finds the attack was just a distraction to kidnap Rebecca. Patricio's phone rings; Leon answers it to find Patricio's wife pleading for news that the hostage deal went through. Rebecca wakes up in Manhattan, wearing in a wedding dress. She is in a room surrounded by a television screen displaying a pleasant woodland background, with the room itself decorated to resemble an outdoor wedding reception. Arias enters the room and reveals the various boxes on chairs in the reception contain what is left of his friends and family, who he partially revived thanks to the "A-Virus". Rebbecca reveals her research to him, that she has worked out there are three strains to the virus. The first is the "latent" strain which has spread acrosss the midest via the Great Lakes' drinking water. It is non-threatening on its own, save random activations in hosts. It was supposed to only cause zombification when the host is exposed to the "trigger", an airborne strain dispersed in gas clouds. A third strain acts as a vaccine, allowing the infected to avoid transformation. All of this, Arias confirms. Taken by Rebecca's resemblance to Sarah, he proposes to her, threatening to have her infected with the a-Virus and ordered to agree should she turn him down. Rebecca refuses to marry him, so he has her sent away to the lab to be infected. Leon and Chris are looking through Rebecca's laptop for any information they can find on her location. Leon remembers Patricio's phone, and decides to insert its SD card into the laptop. They find that Arias' agents have assisted in the selling off A-GUA-G brand mineral water in New York, which contains the latent virus. Once the brand is popular enough, the trigger will be released, ensuring maximised spread of the virus. They also find that there is a contingency in place; Arias' own vaccine can be dispersed over New York to immunise the Zombies and return them control of their bodies. In New York, Arias calls for the attack to happen immediately across the Great Lakes, having previously scheduled it for the following day. A-GUA-G trucks drive around New York, park at designated spaces and disperse the trigger into the streets, transforming drinkers of their mineral water into zombies. The NYPD is quickly overwhelmed by zombies appearing seemingly at random. The freshly-vaccinated Silver Daggers arrive and receive word that the BSAA and NYPD SWAT are having a hard time countering the attack, with sizable state police reinforcements being three hours away due to handling other attacks. The team land on the ground, finding the local BSAA only had reserves to supply them with one Gambit and a Ducatti motorcycle. The team splits into two groups (Nadia and DC, and Leon; Chris and Damian) to look for the tankers. Leon throws a grenade at a nearby AGUA truck; with the virus in Rebecca's notes being killed at high temperatures, it is successfully destroyed without risk to nearby people. Arias' agents take notice of the attack, but are quickly taken out by the Silver Daggers. Damian is attacked and killed by Zombie Dogs kept in the back of their van for security. Leon distracts the Zombie Dogs from Chris, and has them chase him in the motorcycle into a highway. Chris follows Arias to a lab and tries to rescue Rebecca, ignoring his warning that she has thirty minutes before the virus takes over. When Rebecca begins to fall ill during the escape, Chris is forced to return to the lab. He is attacked by Diego and a surgeon, but he succeeds after a brief fight. Chris considers infecting Rebecca with the "Inactive" strain to prevent her becoming a zombie. He gets into a fight with Arias and succeeds by letting him fall down a skyscraper. He is still alive, though severely wounded when Diego finds him. Arias tells him to release the final stage of his infection by removing the safety mechanisms from his body and he obliges. Diego mutates and infects Arias, and they both soon merge and become a tyrant-like creature. Surprisingly enough, Arias still retains his intellect in spite of his transformation. He gets into a fight with Chris and Leon just arrives in time to aid him and distract Arias. Chris then goes and tries to find the vaccine. The Silver Daggers come to Leon's aid and Nadia snipes Arias and damages his shoulder and a part of his face. Arias jumps onto the helicopter and injures her with his retractable claws. Leon gets onto his motorcycle and drives it towards Arias. He jumps off before it rams into Arias and explodes. Chris launches a grenade at Arias' heart, finally killing him. Rebecca is infected with the "Inactive" form of the virus and is no longer ill. The Silver Daggers leave the building in a helicopter intent on dispersing "Inactive" onto the ground below to end the epidemic. María is revealed to have survived. At the start of the Raccoon City Destruction Incident, members of an private military firm are hired by Umbrella Corporation to help with the evacuation of high-ranking Umbrella executives and government officials. Unit 6 is deployed with 10 members which consists of Carl, JJ, Dylan Blake and seven others into the city to extract remaining officials that are still trapped within, they arrived outside the border where USS soldiers are preventing civilians from escaping and allowing officials to leave freely. Sometime later, the unit advances in their operation but suffer maulings by Zombies, with JJ and Dylan are the only two remain free of t-Virus infection. The pair dials HQ to request extraction for immediate medical attention but are told to quarantine the rest of the unit and await further orders , something which shocks JJ and enrages Dylan. As the two await, HQ orders the surviving pair to kill their infected comrades and only then will extraction come; Dylan argues with JJ about the morality of euthanising their own comrades, which the latter justifies as a necessity. As the two argue over a gun, the infected soldiers smash through a dividing window. JJ successfully gains back control of the gun and defends against the horde with Dylan crouching down, begging JJ to stop. It is now 2015. In San Francisco, California, DSO agent Leon Scott Kennedy and FOS agent Ingrid Hunnigan are tasked with rescuing and taking Dr. Antonio Taylor into custody after the lead robotics engineer sells classified information to foreign entities outside of USA. Learning of his last location, San Francisco Police Department deploys S.W.A.T. to retrieve him only to encounter fire power from an unknown group who kidnaps Taylor and transports him in a van, Leon is sent to intercept of the kidnapping and retrieve the DARPA researcher. Amidst the briefing, Leon catches sight of the van and pursues down the freeway, soon being harassed by a female motorcyclist working with the kidnappers. The confrontation comes to an end when the cyclist jumps onto Leon's motorcycle and pulls its breaks, sending Leon hurdling to the road. The motorcyclist, without her helmet and revealed to be Maria Gómez, jumps back to the kidnappers' truck. At San Francisco Beach, civilian William Gunner has discovered an Orca carcass washed ashore. Having found a TerraSave tracking chip, he has called for assistance. Claire Redfield arrives to investigate, and determines the bite range and force to be too large to be a shark, hinting at B.O.W. involvement. To make sure, she takes DNA samples and brings them back for analysis. As late, San Francisco has been plagued with a series of murders linked to Cannibal Disease, and the BSAA are assisting the SFPD in their investigations. BSAA SOA Jill Valentine has come alone to investigate a homestead. Finding the body of a woman, she is attacked by her husband. Chris Redfield breaks into the home with SWAT backup, and berates her for her reckless conduct. The house is cleared and the corpse are brought back for further examination and analysis. Following this, Chris visits BSAA advisor Rebecca Chambers who updates him about the twelve cases of mysterious infection plaguing upon the city. The corpse of an infected person is determined to contain an advanced strain of t-Virus which cannot be transmitted through airborne or saliva with every victim bitten by them, succumbed to their injuries and died afterwards. Additionally, all of them had needle marks on their body, indicating a direct means of infection. Chris confides in Rebecca about Jill's persistent recklessness to which Rebecca reasons her reckless acts are the result of her guilt manifesting and the desire for atonement of her actions in Kijuju six years prior. Following their conversation, Chris visits Jill in the shooting range and express his desire of recusing her from further participation in the operation due to his growing concerns but Jill firmly declines the notion. Jill recounts her years under Wesker's control and wanting her friends dead. Chris tells her of Piers Nivans, who he had took under his wing in Jill's absence and who sacrificed himself to save him. As the War on Terror continues, they are suffering from compassion fatigue, and Chris is worried they will lose sight of their aims before long. Jill however looks only at the present mission - innocent people are being made to kill as she once had been, and wants whoever is responsible taken to justice above anything else. At a secret facility beneath Alcatraz Island, Dylan and his accomplice María check over Dr. Taylor's recent work on developing prototype bioweapons, and orders it be moved to mass-production. Dylan toys with Taylor by playing Russian Roulette with his revolver; both survive, convincing Dylan they are fated for other things. In the BSAA laboratory, Chris and Jill meets up with Claire and Rebecca to discuss their findings. Claire discovers that the chipped Orca had been swimming around Greater Farallones National Marine Sanctuary, the same as several other whales which have disappeared recently. Similarly, the Orca is infected with the same strain of t-Virus found in the human corpses, confirming a link. Luckily for the BSAA, this strain of t-Virus is similar enough to others the BSAA has encountered, and existing vaccines should be adequate. Chris and the others meanwhile head out to Alcatraz Island, posing as tourists. As the tourists arrived on the island, Taylor escapes from his captors and goes into hiding. Dylan meanwhile flags Chris and Jill entering the prison, correctly determining their aims. Drones are launched which fire needles into tourists. A YouTube Influencer named Zach catches Chris shooting a Zombie before turning into one himself and mauling his cameraman. Soon more and more people become Zombies, making it difficult to protect uninfected tourists. Claire brings people into a cafeteria for safety, but they quickly begin turning anyway. Chris and Jill meanwhile fight outside the prison cells, backed-up by a single armed guard. Jill and the guard fall down a hole into a sewer, where the guard turns into a Zombie. Chris meanwhile has moved to an upper level, shooting the Zombies from a higher vantage point. Dylan finally releases their new B.O.W. project - a new species of Licker with amphibian DNA to survive underwater. As Dylan watches the CCTV cameras, he contemplates suicide once more. In a flashback, Dylan and JJ have killed their Zombie attackers, though JJ has been mauled. The two fight over the gun once more as JJ seeks to prevent his euthanising but finally gives-up when the gun discharges into a leg. Back in the prison, Chris and Claire discover their radios are being jammed and they cannot call for backup. They discuss leaving, but Chris relents as Jill is still around somewhere and may be in trouble. During this conversation they find what seems to be the only uninfected survivor left on the island - Tony Davis. Jill meanwhile continues exploring the sewers, where she is ambushed by Leon, who's mission has led him there. The two are initially confronted by Zombie tourists, but they are killed by a Licker. Leon keeps silent, hoping the blind B.O.W. will pass them entirely, but it brushes past Jill and is alerted. As the two make their escape, more Lickers take notice, but they are killed by explosives. Back upstairs, Chris and Jill travel with Davis, who goads Claire over TerraSave's controversial actions in the Harvardville Airport incident. As Claire is distracted, Davis walks off and is attacked by a Zombie, suffering a small injury but shows no sign of infection. Advancing in the tunnel which was used to transport ammunition during Alcatraz's day as military outpost, Leon and Jill share information on their respective missions and determining they are the same. Sensing a draft, Leon breaks open a wall, exposing a secret accessway. This takes them to the facility where the Licker Larvae are incubating. In the prison, the Redfields are pricked in the neck by drones which incapacitate them; Davis tries to run but is cornered by Maria. Back in the city, Rebecca discovers that Leon are also working on the case related to Alcatraz and contacts Hunnigan who informs her that someone hacked into the Department of Defense's server and stole information about previous bioterrorism cases dating from Raccoon City which involves Chris, Jill, Leon and Claire. Having no contact with the team for two hours, Rebecca decides to pursue after and accompanies S.W.A.T. officers to the island with the case of newly created vaccine. As Leon and Jill investigate the armory, they discover blueprints for the Mosquito Drones which have been infecting people. Knowing they are nearby, Dylan beckons them to the prison cells where they find their colleagues and Davis, who Leon identifies as Antonio Taylor himself. With the Drones, Dylan infects Chris, Claire and Leon. Introducing Maria, he confirms what is now clear to Leon and Chris - Dylan has taken over Arias' crime syndicate for his own ends. While Maria seeks vengeance for her father's death, Dylan seeks vengeance for Raccoon City and the War on Terror, seeing the 'defenders' of the world as the true guilty party: Leon, the DSO's best agent who aides in government cover-ups; Chris of the BSAA, a corrupt organisation owned by the very pharmaceutical companies propagating the war, and Claire who's charity TerraSave he derides as doing nothing and patting themselves on the back for it. Jill is allowed to escape uninfected while Dylan prepares for the release of his B.O.W.s. Antonio meanwhile is shot and mortally wounded by Dylan, and gives Claire information on how to penetrate Dylan's computers. Rebecca's rescue party is killed by BOW shark Megalodon as they cross into Alcatraz, though she succeeds in bringing the vaccines into the facility. Jill meanwhile heads after Dylan in the armory. After Rebecca treats the others, Leon is attacked by Maria. After a long showdown, Maria is pushed into a metal girder and impaled. Meanwhile, Jill confronts Dylan, who infects himself and falls backwards into the water, emerging as a giant monster after he fused himself with Megalodon. Chris, Claire, Jill, Rebecca and Leon fight Dylan but even with the use of a rocket launcher they are having trouble. Leon orders Claire and Rebecca up to Dylan's computers to stop the release of the drones. Commandeering a fuel trick, Leon rams it into Dylan and tosses a grenade to make it explode; this still does not kill Dylan. As Claire gains access to Dylan's computers, the others re-arm themselves with A-GUA-G's surplus arms, with Jill recovering an experimental next-generation plasma rifle. Chris and Leon meanwhile take a jeep out to distract Dylan while the rifle charges. Although Jill is successful in firing, Dylan is not killed immediately and continues his rampage. As Leon and Chris come to her aid, Dylan instead moves off. Rebecca meanwhile has taken control of the Drones and, instead of shutting them down, ordered them to infect Dylan with massive quantities of t-Virus. Dylan begins to deteriorate and severely weaken. Jill distracts Dylan to prevent him escaping the submarine pen, giving time for Leon and Chris to prepare another rocket. Carrying a bag full of explosives, she deliberately allows Dylan to grab her so she can force the bag into his mouth, swimming away just as the rocket strikes. With Maria and Dylan gone, the five meet-up on the island surface where they await rescue helicopters. Chris congratulates Jill for her efforts, and is happy she is back to her old self.
