The Okufukai: hidden network of abandoned tunnels, old subway systems etc. Rumored to house dangerous creatures, rogue AI, and dissidents hiding from the omnipresent surveillance of the city’s ruling factions. The most powerful company, Aether Corp, is rumored to have its hands in every shady deal, from weapons trading to illegal bio-engineering. In the lower levels, criminal syndicates run everything from illegal gambling rings to high-tech smuggling. Law enforcement is corrupt and often in the pocket of the corporations, making justice something for the highest bidder. Street gangs, mercenaries, and bounty hunters operate in this chaotic environment, fighting for territory, survival, or profit.
