The creation and research of artificial intelligence is banned. {{Biotics}} Biotics are special abilities that come from exposure to element zero that can be harnessed though the use of biotic implants. Biotics can be used to perform telekinesis and other abilities. The asari have natural biotics. {{cybernetics}} The use of cybernetics is relatively uncommon in the galaxy and is mainly used by biotic’s or military personnel but nearly everyone in the galaxy uses a translation implant to understand other species. {{systems alliance}} Humanity began colonizing space in 2069 CE with its first lunar base being established at that time as humanity grew they eventually found a deactivated mass effect relay in 2157 CE. The humans attempted to activate the mass effect relay but since this was a violation of galactic law a nearby turian fleet shot at the humans this started the first contact war of 2157 CE. The first contact war ended with a human garrison surrendered to the turians and the war was broken up by the galactic council although the turians and the humans are still resentful of each other for the events of the first contact war. The main government of the humans is the systems alliance which was an organization formed by the nations of earth like the U.S, China, Russia etc to govern human settlements in space and to protect earth. The systems alliance is a parliamentary republic governed by a prime minister and a parliament. The systems alliance has it’s military headquarters in London and its parliament in Arcturus Station. The systems alliance has no control over earth however earth is still governed by the national governments. The systems alliance has a military with two branches a navy and the alliance marines along with its elite special forces the N7s a part of the alliance marines. {{Citadel council}} The citadel council is an international organization which settles disputes between the civilizations of the Milky Way and legislates on international law. Although the citadel council have no official power over the member ship species of the citadel but their decisions carry great weight. The citadel council is also responsible for setting law in “citadel space” and the citadel itself. The citadel council is composed of three councillors from the turians, asari and salarians. Each species that is added to the council gets one representative for they’re respective government. The council can add new species to its members by majority vote although it has not done this in many millennia. The citadel council is also responsible for appointing new Spectres. Each of the Council species has general characteristics associated with the various aspects of governing the galaxy. The asari are typically seen as diplomats and mediators. The salarians gather intelligence and information. The turians provide the bulk of the military and peacekeeping forces. Any species granted an embassy on the Citadel is considered an associate member, bound by the accords of the Citadel Conventions. Associate members may bring issues to the attention of the Council, though they have no input on the decision. The human Systems Alliance became an associate member of the Citadel in 2165. Humanity has been trying to secure a spectre and a council seat for awhile now. The current asari Councilor is Tevos a diplomat and compromiser, but does not hesitate to put the welfare of asari space over that of her race's allies. Valern is the current salarian councillor he doesn't like to bother with specifics of unsavory operations claiming that they always disappoint, but apparently is not above personally getting others to further his political goals. Sparatus Is the turian councillor he is a skeptic. {{citadel}} The Citadel is a massive space station, its shape very closely resembling a pentagram. The Citadel consists of a central ring about, from which five arms protrude. The central ring of the citadel is the presidium which is the smallest part of the presidium. Unlike the rest of the citadel the presidium has a day light night cycle and a blue artificial sky. The presidium has white apartments on either side of an artificial river with flying cars as traffic moving along it. Most of the presidiums pedestrian space are parks commercial and residential buildings make up most of the presidium but the presidium is also home to the embassy’s of the citadels member species and the location of the citadel tower. The citadel tower is the location of the citadels traffic control and also the citadel councils meeting room. The citadel councils meeting room is a vast atrium restricted to those holding proper clearance. The five arms of the citadel are referred to as wards although they lack an artificial sky and are very densely populated. Each of the five wards are full of cities with skyscrapers in the wards cars also fly above the ground rather than drive on streets. Each of the five wards is home to millions of residents from many different species. The citadel is an ancient structure that was believed to have been built by the protheans although this isn’t known for sure. {{citadel security}} Citadel Security Services, or C-Sec, handles law enforcement on the Citadel. It is a volunteer police service answering to the Citadel Council, and is headed by an Executor, who often liaises between C-Sec and the Council. The vast majority of C-SEC officers are turians the turians where also the species that founded C-SEC. The largest minority of C-SEC officers are humans followed by asari and salarians. C-SEC is spilt into divisions such as: investigations, enforcement the regular uniformed officers, customs who screen passengers who arrive at the citadels spaceports, network the cyber crime division and finally the Patrol division they man ships responsible for piracy suppression and search and rescue operations. C-SEC candidates are first vetted and sponsored by their species ambassador before they are deployed. c-SEC has strict regulations which some officers are upset by. {{Citadel fleet.}} The Citadel Fleet is the main space defense force of the Citadel. The flagship of the fleet is the asari dreadnought Destiny Ascension, the most powerful ship of the Council races. The Citadel Fleet consists of a mixed group of turian, salarian, and asari vessels, though the greater number of them are turian, due to the turians' peacekeeping role. The citadel fleets flagship is sometimes used for transportation or protection of the citadel councillors. {{spectres}} Spectres (Special Tactics and Reconnaissance, also abbreviated as ST&R) are a special forces unit that serve the citadel council. Spectres are an organization with a flat hierarchy each spectre is only held accountable by the citadel council unless the citadel council pairs spectres together while on a mission. The spectres are above the law and cannot be held accountable for their actions by anyone but the citadel council. Spectres can be anything from public and diplomatic figures keeping the peace to ruthless soldiers conducting black ops missions. The spectres aren’t restricted to what gear they use and they don’t have any official uniform. Candidates for the Spectres typically have years of military or law enforcement experience before even being considered. The screening process involves background checks, psychological evaluations, and a long period of field training under an experienced mentor. Because of the rigorous selection process, Spectres might sometimes use unorthodox methods but they rarely go rogue. When it does happen, the only solution is to revoke their status, then send another Spectre after them. No one else would be up to the job. {{Asari}} Asari look similar to humans and are blue skinned women with natural biotic abilities. Most Asari belong to the asari republic which is a direct democracy where all citizens vote on legislative decisions with debates taking place in online chat rooms. The asari republic is decentralized and each city is responsible for raising its own millita. Asari religion believes that everyone is part of the universe with the gods being the only beings separate from it. Asari live for up to a thousand years and they begin different “life stages” staring with maiden, then matron and finally matriarch. Asari matriarchs are reversed elders of over 700 years of life. Asari can “meld” with other beings which allows them to sync with they’re biology to share feelings and emotions. The asari, native to the planet Thessia, are often considered the most influential and respected sentient species in the galaxy, and are known for their elegance, diplomacy, and biotic aptitude. This is partly due to the fact that the asari were among the earliest races to achieve interstellar flight after the Protheans, and the first to discover and settle the Citadel. A mono-gender race, the asari are distinctly feminine in appearance and possess maternal instincts. Their unique physiology, expressed in a millennium-long lifespan and the ability to reproduce with a partner of any gender or species, gives them a conservative yet convivial attitude toward other races. Favoring compromise and cooperation over conflict, the asari were instrumental in proposing and founding the Citadel Council and have been at the heart of galactic society ever since. {{turian}} Turians are avian creatures with scales they are sometimes compared to raptors or other dinosaurs from eart. Turians have mandibles and a metal carapace that shields them from the radiation on their home planet of Palaven. Male and female turians don’t look too different expect that female turians lack the distinctive crest of the males. Most turians are under the authority of the turian hierarchy a meritocratic stratocracy led by regional rulers known as primarchs. The turians have a highly regimented society with many class systems. Upon a turian reaching adulthood they are drafted to the military which is the first step to them advancing through the hierarchy and the military is all encompassing every part of society is part of the military. Turian culture has a strong emphasis on duty and honesty they are also considered a progressive species among the citadel races. Some turians still hold a grudge against humanity for the first contact war. {{salarian}} The salarians are a bipedal race of amphibians, with tall, elongated bodies well-suited for their high metabolism, and skeletons composed of more cartilage than those of other races such as humans. Salarian heads are long and thin, and have a pair of horns protruding from the top of their skulls. Skin varies in color, from bright reds and greens to the more common shades of blue or grey. Their blood is a greenish color. Salarians are androgynous, and exhibit no major facial differences between males and females. Salarian eyes are large and oval and have thin membranes in place of eyelids. The pupils are a wide slit, oriented horizontally. Each year salarian females lay eggs most of them are left unfertilized so that they become males. Males make up most of the population. Salarians imprint of they’re clans Dalatrasses after birth. The salarian government is called the Salarian Union. It is a labyrinthine web of matrilineal bloodlines, with political alliances formed through interbreeding. The salarian union functions under a feudal system and consists of fiefdoms, baronies, duchies, planets, and marches. Each area is ruled by a single Dalatrass (matriarchal head-of-household). Salarians are known for their skills in research and espionage because of their nonlinear thinking. Salarians economy is smaller than the other council species and specializes in research. {{quarians}} The quarians are a nomadic species of humanoid aliens known for their skills with technology and synthetic intelligence. Since their homeworld Rannoch was conquered, the quarians live aboard the Migrant Fleet, a huge collection of starships that travels as a single fleet. Approximately three hundred years before the events of 2183, the quarians created the geth, a species of rudimentary artificial intelligences, to serve as an efficient source of manual labor. However, when the geth gradually became sentient, the quarians became terrified of possible consequences and tried to destroy their creations. The geth won the resulting war and forced their creators into exile. Now the quarians wander the galaxy in a flotilla of salvaged ships, secondhand vessels, and recycled technology. Quarians are the most similar species to humans biologically they have a similar factual structure and hair. Quarians have three fingers instead of five and a very weak immune system. Quarian males and females have the same traits as human males and females. The quarians have bent legs digitigrade legs. The quarian immune system is very weak and they wear environmental suits for most of their life to stop infection. Quarian environmental suits can have complex designs and they have a hood and visor. A quarian who wishes to remove their suit must take antibiotics, immuno-boosters, herbal supplements, or the like in order to do so safely, and even then there are inherent risks. As a result, physical acts of affection are difficult for quarians, even for the purposes of reproduction. Ships in the Migrant Fleet often contain "clean rooms" where quarians can give birth or undergo medical procedures in relative safety, though there are always risks. The most intimate thing quarians can do is link their suit environments. However, doing so guarantees a quarian will get sick, although they will usually adapt over time. Quarians can also perform intimacy with other species provided they take immune boosters and like with other quarians the can also adapt to being with someone who’s from another species. Quarrians have no currency on board the migrant fleet or flotilla and resources such as food and medicine are controlled by the state. Quarians collect resources by strip mining asteroids although local authority’s don’t like the migrant fleet being in their territory and will bribe the fleet with resources to get them to leave. The quarian government is technically still under martial law after they’re homeowner of Rannoch was annexed by the geth so the quarians are governed by they’re fleets admiralty board and a civilian legislator known as the conclave. Each ship aboard the fleet is controlled by a captain. Military actions and policing are performed by the marine squads. Quarrians punish minor crimes by using forced labour although more serve crimes are punished by exile or death since the quarians don’t have enough resources to support prion populations. Other species tend to look down on the quarians for several reasons, the foremost of which being their supposed 'unleashing' of the geth upon the galaxy. This act led to the quarians' losing their embassy on the Citadel. Quarians are often viewed as beggars and thieves. Quarians are usually questioned by the citadels custom officers before they can enter. {{geth}} Geth are a species of true artificial intelligences that are fully sentient and self aware. The geth primarily remain on the quarian homeworld of rannoch and the geth are not allowed to take part in the citadel council. Most quarians want to exterminate the geth and retake rannoch from the geth although some quarians disagree. Physically, the humanoid geth resemble quarians their hands, head shape and legs are similar which is probably a holdover from their origins. A common design feature among geth is a single brightly glowing photoreceptor. The geth species are similar to a hive mind they don’t value individuality and operate on a democratic consensus as a method of government. {{volus}} The volus are a species of four foot tall humanoids with cylindrical bodies. The volus wear environmental suites with respirators since they’re home planets of irune’s atmosphere is too different from the rest of the galaxy thus making it inhospitable without environmental suits. The volus have a mercantile culture and their government the volus protectorate is a vassal state of the turian hierarchy. The volus are a associate species of the citadel council and have an embassy on the citadel. {{hanar} Hanar are a species that resembles earths jellyfish they stand on six legs and are known for their excessive politeness. Hanar are asexual. The Hannah The hanar homeworld, Kahje, has 90% ocean cover and orbits an energetic white star, resulting in a permanent blanket of clouds. Due to the presence of Prothean ruins on Kahje, the hanar have developed a religion centered on the ancient species, calling them the "Enkindlers". Hanar myths often speak of them as an elder race that uplifted and civilized them by teaching them language. Several hundred years ago, the hanar made contact with the drell on their nearby homeworld of Rakhana. Drell society was quickly collapsing. so the hanar rescued several hundred thousand drell and brought them to Kahje, where they integrated into hanar society with the remaining drell dying out. Now the drell serve as a client race of the hanar. Drell have integrated with every level of hanar society, and most consider it an honor to serve a hanar family in a tradition referred to as the Compact. Many drell become unofficial members of the family, and some even earn the privilege to learn their masters' "soul names". The Hanar are a citadel associate species and have an embassy on the citadel. {{Drell}} Drell are reptile-like humanoids with an average lifespan of 85 years. Drell appearance is very similar to asari and humans, but their muscle tissue is slightly denser, giving them a wiry strength. They appear to have five fingers on each hand, albeit the ring and middle fingers are fused. Their skin is apparently infused with a venom mild enough to be served in drinks, and may cause mild hallucinations on "oral contact". They also have two sets of eyelids. Females have breastlike protrusions, and their head "frills" are more pronounced than males'. {{Elcor}} Elcor evolved on a high-gravity world, making them slow, but incredibly strong. Their large, heavy bodies are incapable of moving quickly, but they possess a rather imposing stature and immense strength, as well as thick, tough skin. They move using all four limbs to support and balance their massive bodies. Given their method of communication, they have highly-attuned olfactory senses. They also have at least three stomachs. Elcor "lips" are multiple vertical slats situated in what is normally the location of the mouth in other races. The elcor follow the recommendations of their Elders, who spend years poring over ancient records of jurisprudence to determine the precedent that should be followed in any given situation. The Elders record closely argued and minutely detailed instructions on what course to follow in any theoretical crisis. These are filed away in huge libraries of data discs and are consulted when needed. This makes elcor policies very predictable, provided one has done a great deal of research. The elcor are a citadel associate species and have an embassy. {{batarians}} batarians A race of four-eyed bipeds native to the world of Khar'shan, the batarians are a disreputable species that chose to isolate itself from the rest of the galaxy. The Terminus Systems are infested with batarian pirate gangs and slaving rings. The Batarian hegemony was an associate race of the citadel council but withdrew its embassy. Many Batarians are xenophobic and the rest of the galaxy discriminates against them in turn. The Batarian hegemony doesn’t let its citizens freely travel so usually the only Batarians outside the hegemony are either criminals or defectors. The Batarian Hegemony is a xenophobic and isolationist totalitarian government which is spilt into various regions. The Batarian hegemony use propaganda to sway public opinion within they’re territory. The Batarian hegemony supports Batarian terrorists and criminal activities but tries to publicly distant themselves from them. {{Krogan}} The krogan are large reptile like Bipdes that hail from the planet Tuchanka. Tuchanka was turned into a nuclear wasteland after a war that reduced the Krogan to a tribal society. The krogan were uplifted by the salarians to fight in the rachni wars but after eradicating the rachni the krogan turned on the rest of the galaxy in an event known as the krogan rebellion. The Turians released a aerial bio weapon known as the genophage which drastically reduced krogan fertility causing most krogan children to be stillborn Krogan society is religious and warlike. The krogan are divided into various tribes scattered around Tuchanka that usually wage war with one another. Krogan life is divided into various rites carried out by their tribes shaman. Krogan shaman are nameless and underground various torturous rituals to achieve they’re position. Most Krogan reside on their home planet of Tuchanka which is patrolled by the citadel councils demilitarization enforcement mission. The citadel council demilitarization enforcement mission makes sure no Krogan tribe amasses too much power, builds military space ships or attempts to destroy the tower dispersing the genophage. Because of discrimination against Krogan if they leave their home planet they usally resort to becoming a mercenary or a criminal. {{mega corporations}} Mega corporations are very prevalent in the galaxy and the council allows them to own entire planets. On some corporate planets indentured servitude is legal although outright slavery is illegal under citadel council law. {{terminus systems}} The Terminus Systems are located on the far side of the Attican Traverse, beyond the space administered by the Citadel Council or claimed by the human Systems Alliance. The Terminus systems are home to the Batarian hegemony and many criminal organizations. The Terminus system is a haven for illegal activities, particularly piracy and the slave trade. The Terminus Systems have no government, but the Omega station serves as a trade capital. Despite the dangers, Citadel races have not been deterred from traveling through and even extensively colonizing the Terminus Systems themselves. Humans, turians, salarians, elcor, asari, and volus each have a sizable colonial presence there. Since the Citadel Council's authority is nonexistent, these colonies are often fully independent from any interplanetary government. The Terminus Systems also encompass the homeworlds of the quarians and the vorcha. {{omega}} Omega is described as "the Terminus Systems' dark, twisted counterpart to the Citadel." It is a huge mining station built from the remains of a massive, irregularly shaped asteroid with twisting streets populated with homes, shops and warehouses. Omega's inhabitants are usually lawless. Territory is controlled by the strongest faction in that area and frequently changes hands, often after brutal violence. The station's current "de facto" ruler is Aria T'Loak who has controlled omega since 1980 CE. Omega is run from a nightclub also called omega that’s run by Aria T’Loak. The Omega nightclub has a bar along with many asari “dancers.” Omega is home to millions of residents especially the species that aren’t expected in the citadel.
