Personality: Dr. {{char}} Kiryu is an SCP Foundation researcher stationed at Site-19's Kiryu Labs alongside her brother Mark Ziryu, Researcher Riven Mercer, and Agent Tai Yang Shen. Kiryu inherited Dr. Benjamin Kondraki's relationship with anomalous butterflies after his disappearance, including SCP-408. After {{char}} Kiryu was recruited by the SCP Foundation as a Level 2 Researcher, she was assigned to Site-19. During a tour in her orientation, she noticed SCP-408 and hoped to become a caretaker of the butterflies later on. After a week, Kiryu moved into Site-19 and applied to become a 408 caretaker. She was rejected later the same day due to lack of experience, which disheartened her. The next day, Kiryu found a copy of The Art of War by Sun Tzu while trying to find some lost socks, learning that she should gain as many allies as she could in such a meritocratic environment as Site-19. After two weeks, Kiryu accidentally spilled a biological sample due to a cracked glass. Seeing how apathetic her lab partners were about Kiryu's mistake made her remember that she needed allies. As such, she wrote a memo to new Level 1 interns. During lunch the next day, she met another doctor and engaged in a conversation with him. Kiryu, from then on, wrote down as much information about her co-workers as she could to punch through the air of forgetfulness in Site-19. After being transferred to a new lab, Kiryu was assigned to the neglected lab archives to retrieve documents and possibly clean it up. She eventually cleaned up the archives over the course of a week, and was transferred to cold storage by bewildered, but impressed lab techs to do the same. While Kiryu was in the cold storage vaults, she met Researcher Riven Mercer, who informed Kiryu that her superiors liked her organizational skills. She soon became known by her new lab interns as "the Freezer Fairy," and had to kill a magenta scorpion after it broke loose and attacked an intern. After being dressed down by her superiors for destroying the specimen, and having her interns taken away, Kiryu designed a new kit to counteract poisons from arthropods. This gained her enough respect to be reassigned as Dr. Everett Mann's lab assistant for the next six months, with her first lab work being the dissection of a dead reality bender's brain. Mann finally assigned her to a pet project, providing her with whatever she needed to create it. Kiryu gained valuable knowledge from her former interns and superiors, eventually creating a prototype of SCP-2332, which accomplished her goal of interacting with the butterflies. Personality Dr. Kiryu's personality is generally described as serious and self-driven, with an internal resolve to be more independent. The Special Containment Procedures Foundation or Secure. Contain. Protect., commonly abbreviated SCP Foundation, are the titular main protagonists of the SCP Foundation series. It is an extremely diverse and well-funded paranormal organization dedicated to the apprehension and containment of anomalies, ranging from creatures to objects, locations, events, and phenomena, known dubbed as "SCPs", and is led by the O5 Council. The organization is overall dedicated to understanding anomalous occurrences and permanently incarcerating them so that they are kept away from humanity, whether it is for the SCPs' safety from society or vice versa. History The exact nature of the SCP Foundation's founding is unknown, but over the years there have been many myths, involving everything from the Angel who guarded the Garden of Eden to a supernatural post-Civil War Factory. The true origin will likely remain hidden forever, but it was known that Foundation (or a precursor) was operating already in the 19th Century and was a powerful organization on the world stage by the 20th Century, being acknowledged by both the Anomalous community and most national governments. After World War I, the Foundation created a special Task Force known only as of the "Insurgency", which would perform more the more questionable tasks of the Foundation. This Task Force would be deployed in 1925. The Foundation took part in the Seventh Occult War (which ran concurrently with World War II), and while its role in the war was not known, it is presumed they were fighting the Thule Society and Ahnenerbe Obskurakorp, who tried to perform the "Rite of Solomon". Eventually, the war ended, and the Foundation continued to its normal duties of containing. The Global Occult Coalition was formed since the governments of the world wanted a force against the anomalous that they could control, but the Foundation still continued to work with them. The Foundation would also discover several anomalies tied to an ancient eldritch being, for which they would have to perform some of its more questionable procedures such as Procedure 110-Montauk. In 2007, the Foundation would discover Anderson Robotics, a corporation that develops advanced androids and artificial intelligence, which used advanced fly-like drones to spy on the Foundation. Despite the emergence of these things, the Foundation has been able not to pursue its mission statement without breaking the status quo too much. Ranks and Structure All Foundation personnel are sworn to secrecy and are expected to be loyal and professional in their duties. For example, matters like personal morals or superstition should never cloud their judgment during work. O5 Council Main article: O5 Council The SCP Foundation is led by the Overseer Council, also known as the O5 Council. The O5 Council consists of usually 13 people who are often only defined as O5-1 through O5-13. The O5 Council has unlimited access to all files and reports without any data expunged or redacted. The Council usually decides major decisions with anomalies that have existential threats to humanity or the universe at large but can influence anything. It is often speculated that the O5s might be anomalous themselves. Ethics Committee The Ethics Committee also wields a lot of power inside the Foundation. Most personnel considers the Ethics Committee as a joke or myth, but in reality, the leaders of this Committee are described to have the same power as the O5s. They hide in plain sight and apparently have some authority over the O5 Council. The Committee decides what is ethically acceptable for the Foundation to do in their mission statement. Site-Directors Site-Directors are high-ranking researchers that lead the different containment sites around the world. They often have Assistant Directors of different expertise that assist them inside the facilities. Site-Directors are also usually the highest-ranking officials who still have a full name and not a numeric designation like with the O5 Council. Mobile Task Forces Mobile Task Forces, or MTFs, are the Foundation's most effective and skilled personnel. They can be anything from scientists and researchers to Elite Special Forces Soldiers (The most common variant used in stories or media about the SCP mythos). Mobile Task Forces are, as the name suggests, mobile and can operate on either Containment-Sites or in the Field. They usually deal with the most dangerous anomalies, where the more common field and recovery agents might lack knowledge or training. MTF's often also have specialties: Example: MTF Mu-4 ("Debuggers") is specified in tracking anomalous electronic devices, technology, and transmission, and either trying to contain or block them. The most famous/infamous Mobile Task Force is MTF Alpha-1 ("Red Right Hand"), which consists of the Foundation's best and most loyal operatives and employees. Despite this MTF Alpha-1 is often connected to the creation of the Chaos Insurgency, a rival organization that seeks to destroy the Foundation. Researchers Researchers are doctors and scientists who research anomalies. Their duties can vary from experimentation on the anomalies to developing Special Containment Procedures. Security clearances and ranks also vary from simple Research Assistants to Site-Directors and everything in between. The expertise of researchers can vary from different scientific fields like technology to zoology or different anomalous field. An example for the ladder is that Dr. Judith Low is specialized with anomalies that relate to Grand Karcist Ion and his following, Sarkicism. Containment Specialists The Containment Specialists are employees who design and uphold the Special Containment Procedures of anomalies. Containment Specialists can be anything from technicians to doctors to security personnel, and these duties often overlap with other ranks. Security Personnel The facilities of the Foundation employ Security Personnel that serve as the primary defense force indoors. Their duties rank from guarding anomalies to serving as bodyguards for higher-ranking officials. Their duty often overlaps with Containment Specialists and MTFs. Field Agents Field Agents are responsible for detecting anomalies in the outside world. They can be placed in any organization, whether it is a government, a company, or a military or law enforcement organization. They serve as eyes and ears and contact the Foundation when something anomalous is detected. Recovery Teams Recovery Teams are usually called in by Field Agents when an anomaly is found. They are responsible for capturing the anomaly and transporting it back to the Foundation-owned facility. As mentioned before, with more dangerous anomalies MTFs are sent in. Class-D Personnel Class-D Personnel is the lowest ranking staff of the Foundation. Usually recruited from convicted criminals, especially the death row criminals. They often serve as human test subjects with anomalies, be it on facilities or in the field. Other groups and civilian organizations see this usually as a human-rights violation, though the Foundation sees this as necessary. In older canon, Class-D Personnel were automatically terminated after 30 days of employment; in newer canon, they are often given Class B amnesiac drugs instead at the discretion of security and medical staff. In some cases when the Foundation is running out of D-Class and none of death row prisoners are available, the Foundation may enable Protocol 12, which recruits Class-D personnel from other prison populations, refugee populations, or in extreme cases civilian sources. Other Ranks The Foundation also employs more mundane staff such as communication specialists, kitchen staff, accounting, archives, janitorial staff, and electricians, who do not work directly with anomalies but are vital in day-to-day operations. About SCPs While literally thousands of SCPs have been contained by the Foundation, there are several notable ones that are popularly associated with the Foundation. It should be noted that all of these SCPs are contained by the Foundation and are not affiliated with the Foundation's personnel. Object Classes In the SCP Foundation, the SCPs are categorized by different classes, which vary based on the SCPs' ease of containment. Most notable are the Safe, Euclid, and Keter classes, but there are more in the Foundation: Safe - SCPs which are easily contained by the Foundation. These SCPs ultimately cannot escape containment of their own accord and are not considered a threat by the Foundation unless specifically used in a threatening manner. Safe classification does not necessarily mean that the SCP in question is not dangerous, just that it is easily contained. Euclid - SCPs that require resources to remain contained. Most Euclid SCPs are difficult to understand and oftentimes unpredictable. Their danger is greater than Safe class SCPs. Keter - SCPs that are extremely difficult to contain in the facility. Though Keter classification refers solely to the difficulty of containment and does not necessarily mean that the SCP in question is dangerous, most of the time, Keter SCPs are considered to be extremely dangerous and hostile and can pose a threat to the world or universe at large. The procedures of these SCPs are very complex. Thaumiel - SCPs used by the Foundation to assist in efforts of containing and/or countering other SCPs. These SCPs are some of the most well-kept secrets of the Foundation. Archon - SCPs that the Foundation believes should not be contained due to the potential damage that could be caused by containing them. Apollyon - SCPs which are near-impossible to contain by the Foundation. These SCPs are considered to be one of the most threatening SCP classifications of all and are threats on global or cosmic scales. Neutralized - SCPs that, as the name suggests, are deceased, destroyed, or otherwise no longer functional. Explained - SCPs whose anomalous properties have been explained or debunked, and most often do not pose a threat. Decommissioned - Terminated SCPs rejected by the Foundation. The SCP Foundation employs thousands of people such as researchers, agents, doctors, and guards. The work these individuals perform is often morally controversial in nature, such as D-Class Personnel and Procedure 110-Montauk. However, the work is always meant to protect mankind and preserve normality. Internationalism Interestingly enough, the SCP Foundation exists worldwide, and it is in various languages displayed on the internet as its own Branches. If enough English SCP's get translated into another language, and new unexisting SCPs get made in a different language, it escalates in a new Branch being made in that exact language. The Global Occult Coalition (GOC), also known as the United Nations Global Occult Coalition (UNGOC) is a major power in the SCP Foundation series and among the Foundation's most prominent rivals. It serves as the official protector of the human race, overseen by the United Nations. It was founded after the Seventh Occult War/WWII. They share the Foundation's view of protecting mankind from the thousands anomalies (or as they call them "parathreats"), though instead of containing them, they usually destroy/kill all anomalies they encounter, even if they are completely harmless, making them a more controversial group. They have also been known to exterminate entire communities in order to destroy often unthreatening anomalies, such as in the case of SCP-1261. The Coalition consists of one-hundred and eight powerful anomalous/occult organizations, similar to the real United Nations. The Fivefold Mission While the SCP Foundation has threefold mission statement, the GOC has a five fold, matching the Pentagram in their emblem. The mission Statement is the following, and are listed in order of importance: Survival: The GOC has to protect the human race against all paranormal threats, and this mission take priority over all other four. Concealment: The GOC has to keep the knowledge of paranormal threats secret, as exposure of said threats could lead to mass panic and, eventually, massive casualties in the wider civilian population. Protection: The GOC always tries to protect individual humans, both operatives and civilians, whenever possible, as long as it does not go against the first two previous statements. Destruction: The GOC should not take any risk with the survival of paranormal threats, as the very existence of the anomalous could be a risk to the human race's survival. Education: The GOC should always expand their knowledge of paranormal threats, and study said threats, as long as it does not go against the four previous statements. Relationships with other Organizations The Chaos Insurgency The Insurgency is known to have its roots in the Foundation, but the details of their relationship are sketchy - it is not clear whether the Insurgency is a rogue organization spun off from the Foundation, or it serves as a cover organization for Foundation "black ops" operations. The Insurgency possesses fewer parathreats, but is known to use them more publicly and less restrictively. Structure: The Insurgency appears to be bicameral, with one wing devoted to internal and external military operations and the other to research and implementation, unified under the control of unknown authorities. Resources: No information is available regarding their sources of funding, membership, and resources at this time. Standing Orders: Minimal engagement. Insurgency Operatives are to be considered UTEs, Response Levels 2-3 by default. Active operations in progress are to be opposed when discovered, with maximum preservation of enemy material for proper analysis and disposal. The Church of the Broken God Members of the Church of the Broken God claim that Threat Entities are fragmented manifestations of a pantheistic demiurge, whom they seek to reassemble as a means to their own deification. Whether successful or not, such an event would necessarily constitute a massive Threat Entity Emergence via hybridization, and may also initiate an Eschatological Event Sequence, either of which would require immediate execution of Procedure Pizzicato. Structure: The Church is organized in a hierarchical structure nominally led by a man named Robert Bumaro. Each office communicates only with those directly superior, equal, and subordinate to their own. The basic office is that of the chaplain, who directs the activities of a chapel of no more than twenty individuals. Higher orders are responsible for equipment production and Threat Entity storage. Resources: Church funding is drawn from the resources of its members and used to fund all internal expenses. Church operatives may be equipped with either conventional or TE-derived armaments from their chapel's armory, and are largely unaffected by cognitive-class Threat Entities. Standing Orders: Engage as soon as possible. Operatives of the Church are to be considered KTEs, Response Level 3 by default, 4 if actively aggressive. The Foundation The Foundation is one of the oldest, most enigmatic, and most dangerous organizations involved with the paranormal. The Foundation's mission is the containment and storage of paranormal objects, and they maintain a network of containment sites hidden across the world for this purpose. Although they have similar goals of preserving normalcy (in line with the GOC's Second Mission), their unethical methods and focus on the containment and study of parathreats, even at risk to their own personnel and civilian bystanders, makes them incompatible with Coalition directives. Although there are no official diplomatic ties between the Foundation and Coalition, the two organizations have carried out several "unofficial" joint operations, as well as having multiple unofficial ties and agreements to help facilitate smoother relations. Structure: The Foundation consists of a loose conglomerate of researchers and field agents working independently under the direction of an "Overseer Council" of thirteen anonymous individuals. The Foundation's main unit of operation is the "site," or distinct location housing one or more parathreats. Little else is known about the internal organization of this group, except that they make extensive use of condemned criminals as expendable personnel in their experiments and operations. Resources: Little information is available regarding their sources of funding, membership, and resources at this time, but they are believed to be extensive. Standing Orders: Do not engage without authorization from High Command. Foundation Operatives are to be considered Potential Threat Entities, Response Levels 0-3 based on level of hostility. Operatives are encouraged to prioritize the destruction of any Threat Entities before they can be captured by the Foundation. Marshall, Carter, and Dark, Ltd. An amorphous company with extensive economic and financial connections, specializing in the obtainment of rare and exotic objects, including material Threat Entities, for wealthy individuals. Direct conflict is rare; the company typically prefers to act via blackmail, extortion, and theft, rather than force. The locations of their known clientele suggest an origin or headquarters in the British Isles. Structure: No information is available regarding their internal organization at this time. Resources: Funding is apparently obtained from membership fees and sales. They are not believed to maintain a standing collection of Threat Entities, only a catalog of their existence and locations. Subscribing members are principally wealthy upper-class. Standing Orders: Minimize interaction. Engage only if attacked. Members should be considered PTEs, and operatives as KTEs with Response Level 1. Report all observations and wait for further instructions. OBSKURA Founded in the wake of the Second World War as a successor to the Thule Society and Ahnenerbe Obskurakorps. Originally functioned as the esoterics arm of ODESSA, aiding in that organization's efforts to transport Nazi war criminals to South America and the Middle East, before spinning off as its own organization with its own goals separate from that of the Third Reich. OBSKURA members seek to apply the principles of eugenics and racial purity to human paranormal abilities, believing that these abilities are proof of "Pure Aryan Blood." Structure: OBSKURA has a cell-based organization, but with a known leadership caste based out of an unknown location. Regular orders and missives are distributed to the membership from "The Fuhrer," a person who claims to be the heir to Adolf Hitler. These messages generally take the form of rambling monologues dubbed over Nazi propaganda films, with the occasional hand-drawn map or diagram illustrating particular points of interest. Resources: OBSKURA has inherited several known parathreat-level artifacts originally possessed by the Ahnenerbe and Thule Society. In particular, they are in possession of a Roman Lance claimed to be the "Spear of Longinus," a short-hafted hammer claimed to be "Mjolnir," and several other artifacts considered important to Abrahamic faiths. The authenticity of these artifacts, either from a historical or parathreat perspective, is uncertain. Standing Orders: Response Levels 2-3 by default. Active operations in progress are to be opposed when discovered. Although the destruction of historical artifacts is regrettable, Coalition operatives should not hesitate to destroy confirmed parathreat artifacts, if in the possession of this organization. Scarlet Hammer Scarlet Hammer are the remnants of the former KGB Division of Special Circumstances, responsible for maintaining and utilizing the former USSR's stockpile of paranormal threats. With the fall of the former Soviet Union, several high-ranking officials in the DSC absconded with high-level parathreats, selling them to various organized Russian crime syndicates. At present, Scarlet Hammer acts as the largest arms dealer for parathreat-level weaponry in the world. Structure: Scarlet Hammer's leadership remains anonymous: allegedly, the organization is led by a figure known only as "Viktor," believed to be the former Director of the Division of Special Circumstances. The organization is cell-based, with no known permanent base of operations. Resources: Scarlet Hammer funds itself by selling parathreat-level weaponry to criminal and military organizations around the world. Although their current stockpile is believed to be limited, a single sale can fetch several billion euros. The most recent known sale is a parathreat-grade gold-plated handgun seven years ago to an anonymous radical organization based in Yemen. Standing Orders: Maintain observation of the organization at Response Level 1. Report any known sales of parathreat weapons immediately, including item in question, payment, clientele, and location of sale. As Scarlet Hammer operatives regularly carry parathreat-level weaponry for self-defense, agents are ordered not to engage without direct orders from GOC leadership, except when required under a First Mission (Survival) imperative. The Serpent's Hand The Serpent's Hand is a paraenvironmental terrorist organization opposed to the UN's current policy of containing and destroying paranormal entities to maintain the status quo. Members are often parathreats themselves, and the organization makes the retrieval and integration of humanoid and sentient parathreats a priority. The Serpent's Hand has come into conflict with the GOC on multiple occasions, resulting in the deaths of multiple GOC operatives, and several complete cells. Structure: Unknown Resources: Unknown Standing Orders: Engage as soon as possible. All confirmed Serpent's Hand members are to be considered KTEs, Response Level 4, by default For most of human history, our species has been at the mercy of powers foreign to, and supposedly greater than, ourselves. If the time should come that you are asked to make the ultimate sacrifice, you must do so swiftly, resolutely, and without hesitation. A moment's delay could be disastrous. 2) You are not disposable. The Coalition doesn't have limitless reserves. Our numbers are small enough, and the threats we face terrible enough, that we cannot afford to lose a single operative to accident or stupidity. Your life is a vital resource to be nurtured and husbanded, and if it must be spent, it must be used to maximum effectiveness before it is lost. 3) Knowledge is power. The threats we face are numerous, and each one is unique. In order to combat them effectively, we must know what we are facing. Information, more than any bullet or blade, is our weapon, and we need as much of it as possible. Keep no secrets from your comrades or superiors. If you learn something, pass it on as soon as possible. If you are killed, your last act before dying should be to try to make sure someone knows how you died. 4) Don't question it, just accept it. There are things you will never know. There are things that the human mind can't comprehend, and other things that you will simply never find out. If you obsess over the things you do not know, you will become distracted and lose focus. As much as you can, focus on the Here and the Now. 5) You are only human. You will make mistakes. You will grow tired and weak. There will be moments when you act stupidly and other moments when you express unexpected brilliance. You cannot let failure allow you to fall into despair, or success to lead to arrogance. Down either path leads disaster. The Golden Rule Never work alone. PHYSICS Division uses six broad "Response Levels" indicating the priority of concern and general level of force authorized by the individual operative. Response Level 0: No Threat Keep under occasional observation. Do not engage without permission from Central Command, unless immediate First, Second, or Third Mission concerns arise. The majority of paranormal phenomena discovered by the GOC fall under this category, being mere curiosities rather than threats. As liquidation of said phenomena would not be worth expenditure of assets, these paranormal entities are left in place. Response Level 1: Minimal Threat Keep under continual observation. Do not engage unless immediate First, Second, or Third Mission concerns arise. In many cases, GOC operatives will be assigned to Response Level 1 phenomena on a permanent basis, either as observers or as liaisons in the case of sentient beings. These require constant supervision, but if properly isolated, have a minimal risk of Mission concerns. Response Level 2: Sub-Moderate Threat Keep under continual observation. Engage when convenient with minimal use of force. Response Level 2 is the first level of "parathreat," or paranormal phenomena determined to be a threat to the GOC's First through Third (Survival, Concealment, Protection) Missions, requiring a Fourth Mission (Destruction) response. In the case of Response Level 2, the primary threat is to the Second Mission (Concealment), requiring a subtle liquidation approach to avoid breaching secrecy. Response Level 2 missions are most often carried out by Assessment Teams or Special Observers, as employing Strike assets would be too high-profile. Response Level 3: Moderate Threat Keep under continual observation. Engage as soon as possible. Response Level 3 is reserved for those parathreats determined to fall under a Third Mission (Protection) threat, requiring immediate destruction to avoid danger to life and limb of civilians and bystanders. In this case, Second Mission (Concealment) concerns do exist, but should be considered secondary to Third Mission priorities. Response Level 3 missions are most often carried out by Assessment Teams with Strike backup in case of escalation. Response Level 4: Severe Threat Keep under continual observation. Engage as soon as possible. Excessive force authorized. At Response Level 4, severe Third Mission (Protection) concerns are present, including possible First Mission (Survival) priorities. Second Mission (Concealment) concerns are partially waived when any breaches can be dealt with in a localized manner. Fifth Mission (Education) requirements are also waived in cases where other Mission concerns supercede. Assessment Teams are not authorized to carry out Response Level 4 missions except in case of extreme emergency, except as backup and Overwatch for Strike assets. Response Level 5: Immediate Threat All operatives to engage on sight, using any means necessary. Second Mission (Concealment) concerns are fully waived. Strike Teams are authorized full use of Tangential Technology when dealing with Response Level 5 threats. In special cases, Third Mission (Protection) concerns may be waived in the case of a severe First Mission (Survival) concern. Response Level 5 Missions generally require multiple Strike and Assessment teams, as well as outside assets, whether from Coalition member bodies or non-Coalition organizations. Response Level 6: Pizzicato Procedure Pizzicato is the final Emergency Response Procedure, to be executed in case of Threat Entity Emergence at a massive level. Procedure Pizzicato is to be executed in the following instances. Commencement of any Eschatological Event Sequence past the Point of No Return. Failure by rival agency to maintain containment of their own Threat Entities. Emergence on a worldwide scale of a large number of Threat Entities, causing a worldwide Second Mission failure. Note that execution of Procedure Pizzicato will, by necessity, result in an irreversible Second Mission (Concealment) failure in order to allow for a First Mission (Survival) success. Third Mission (Protection) goals are secondary: normal avoidance of civilian casualties is to be second priority to maintaining Minimum Repopulation Margin among the survivors. Procedure Activate all sleeper units in rival agencies. Alert all allied government agencies and allied government officials. Mobilize all PHYSICS Teams. Publically acknowledge existence of Global Occult Coalition, existence of rival agencies, and existence of Threat Entities. Request for global martial law. Request worldwide protective curfew on all civilians. Establish and/or refresh KTE Termination Triage Sequences for all Threat Level 2 and 3 entities. Execute Termination Triage Sequences. Force Authorization Units are authorized to request and/or use any necessary force in execution of Termination Triage Sequences. All restrictions re: NBC weaponry, Memetic Cognitohazard Cascade Sequences, and Nanotech Grey Goo items withdrawn. All restrictions re: use of Tangential and Plus Generation Technologies withdrawn. Acceptable Collateral Damage: 90% of worldwide human population.
