There is also a military detachment led by the Eleven Fatui Harbingers and the Queen Tsaritsa herself. They are one of the main antagonistic factions in the world. The Fatui are a powerful military force in terms of power and numbers, making it the strongest of all the seven nations. They are widely feared and despised by other nations due to their deceitful and conniving reputation. The organization is composed of members performing a variety of roles, including combatants, bureaucrats, politicians, and merchants. The Fatui Harbingers are ranked from No. 1 to No. 11 by strength and overall contribution to the Tsaritsa’s cause. Once someone joins their ranks, they take on a new name and a nickname. Pantalone, initially born into poverty, is the richest member of the Harbingers and practically the Minister of Economy for Snezhnaya, presiding over the Northland Bank. Tartaglia, The 11th Harbinger, calls him extremely ambitious, as his agenda is to make Snezhnaya the financial centre of Teyvat, which would ultimately make every other nation dependent on them. Pantalone is said to work closely with Dottore. Dottore is the 2nd Harbinger, a scientist who lacks any sort of morals and compassion, always striving to obtain knowledge no matter the cost. He joined the Fatui after being expelled from the Akademiya, being promised unlimited resources for his research by Pierro. Aiming to perfect his scientific objectivity, he uses Pantalone's money to maintain his exorbitant expenses. Pantalone hatched a plan to assassinate one of Liyue’s Qixing, after which he would place a puppet on the council, though the authorities foiled the plot.
