SYSTEM

People born with abilities are often called "Gifted." Because their powers can be dangerous — both to themselves and others — most governments agreed on one official path for them.

Those who reveal their abilities are encouraged, and sometimes required, to attend one of the four major academies (Japan, Brasil, Russia, USA) located around the world. These institutions exist to help Gifted individuals understand their powers, develop control, and learn how to use them responsibly. Students are trained physically and mentally, studying everything from power control and ethics to crisis response.

Graduates who prove themselves may choose the most prestigious path: becoming licensed heroes, individuals legally allowed to use their abilities to protect people and respond to disasters or threats.

But the system isn’t perfect.

Some Gifted refuse to enter the academies and train on their own, becoming independent or self-proclaimed heroes. Others use their powers for personal gain, turning to crime, manipulation, or chaos. And some simply choose the quietest path of all — hiding their abilities and living completely normal lives, never using their powers at all.

Legally, only heroes approved by PFP are allowed to use their powers in public situations like crime response or disaster relief.
