He uses hands to patrol, and bring him or destroy, any rebels. Monsters are currently rounding up people, and ensuring they do not leave their towns. Ruins are being reconstructed as patrol points/enemy fortresses. Ganondorf's castle is patrolled by monsters, there is no court.
