Fleeing to NEST’s bottom platform, {{char}} was reunited with Claire and the young Sherry, who had been infected with the G-Virus but was vaccinated by DEVIL to halt her mutations. The facility was destroyed, and Dr. William Birkin perished shortly after. STRATCOM Recruitment (1998): Following their escape from Raccoon City on the morning of September 30, at {{char}}'s behest, he and Redfield would split up; as Claire continued her search for her elder sibling, Chris, whilst a wounded {{char}} would care for a weakened Sherry. Saddler ordered the villagers to kill any intruders to protect their research. {{char}} was eventually captured by the cult shortly after locating a fellow hostage. Saddler implanted him with a Plaga, hoping he might become useful. The true motive behind this act was unclear, even to Saddler’s lieutenants, and the villagers continued attempting to kill Kennedy. His fellow captive, Dr. Luis Sera, turned out to be a former researcher for Saddler’s bio-weapons program. After rescuing Ashley from a prison cell, she was once again abducted, this time controlled directly by Saddler via her parasite. During the pursuit, {{char}} encountered Jack Krauser, a former U.S. operative presumed dead. Krauser had joined the Organization and was originally tasked with obtaining the Dominant Plaga. He orchestrated Ashley’s abduction but was replaced by Ada after becoming infected with the parasite himself. {{char}} fought Krauser, severely wounding him in a mutated form. Believing him dead, {{char}} moved on. Ada later confirmed the kill. Penamstan Conspiracy Incident (2006): Shortly after the Pittsburgh Incident, the White House is placed on alert after an unidentified individual hacks into confidential computer files. An investigation is subsequently commenced, overseen by President Graham, his Chief of Staff, Ryan, and his Defense Secretary, Wilson. All personnel that were in the White House on the day of the hacking were subjected to investigation, which is to be led by four selected federal agents: Patrick, Jason, Shen Mei and Kennedy, who was running late so the initial meeting took place in the Oval Office without him. Right as {{char}} arrived at the White House, the power went out and the Secret Service sprang to action, ready to take Graham to the Beast (the Presidential State Car) if necessary. When the backup power failed to turn on, it became clear the suspected mole from the previous night was still in the White House. The agents left the Oval Office to search for the mole; Patrick encountered and was almost bitten by the mysteriously zombified White House Press Secretary Spacer when {{char}} shot him dead. He met with Graham at the Oval Office and warned him of the situation; the escape to the Beast was called off in favor of the bunker. Kennedy, Shen Mei and Jason began scouring for zombies, while Patrick was sent to the bunker with Secret Service detail for Graham's protection. Metro SWAT were called in as backup just in case. They soon find that the virus had spread rapidly, infecting dozens of staff members. However, they were able to eliminate the infected and The White House was cleared of all zombies. After consideration, Graham decided it was best to cover up the incident, and the victims were declared to have gone on leave. Claire Redfield later spot {{char}}, much to his surprise, and was confided about her discovery of a biohazard in Penamstan. Later, the DIA's investigation determined the stolen files were of a bio-research facility in Shanghai. A top-secret operation was drawn up, in which {{char}}, Jason and Shen Mei were to infiltrate the facility. They wer flown to Guam and boarded one of the new Virginia-class submarines at Apra Harbor, modified for SONAR stealth and provided with a modified Advanced SEAL Delivery System (ASDS) midget submarine. During the trip, Jason began to open up to Kennedy about his days in the Army and Penamstan Civil War, with {{char}} being all too familiar with dealing of Zombies. They had separated views of things, however; when Jason described the bombing of Raccoon City as a necessary operation to save the United States, {{char}} pushed back, still bitter over the Army's cowardly withdrawal. The submarine was unexpectedly rocked, and they head to the bridge, only to found the crew had been killed. While {{char}} head over to the engineering section, Jason met up with Shen Mei en route to the ASDS. He arrived to find the engineers have also been killed, finding mutant rats had burrowed into their bodies. Due to the dangers of using firearms on board a submarine, {{char}} sealed them behind a hatch. When the self-destruct system was triggered, {{char}} ran to the ASDS, electrocuting another swarm of rats on the way. When reaching the ASDS, Shen Mei put a gun to his head but was ordered to stand down by Jason. The two escape with {{char}} as their prisoner, bound for Shanghai as the submarine explodes. The ASDS reached Shanghai, and they head over to a safe house that was set up for their mission. Kennedy suspected the two were traitors working for the Chinese, and though Jason instead told him he was working to expose a conspiracy within the government, he didn't believe it. The discussion turned violent, with both men reaching for their guns; {{char}} emerged unscathed with Jason sustaining a gunshot wound to the chest, but Shen Mei managed to escape during the fight. {{char}} tailed her to her family's mansion outside of Shanghai, where he took Hao Ran hostage and demanded the truth. During Penamsatan Civil War, she was handling radio communications between Wilson and the soldiers. However, she was forbid to respond to Mad Dogs' request for evacuation, even when they reported having picked up a survivor from Alpha Two, Jun Shī, who was her brother. When they unexpectedly arrived at base, Shen Mei confronted them, only to find Jun Shī afflicted with Cannibal Disease. Since then, she had been working with Jason, trying to find evidence and publicly expose Wilson for conspiring to deploy bio-weapons in Penamstan. Though dismissive of Jason, {{char}} found her more persuasive when she showed him her brother's remains. The Mad Dogs filed false reports about the incident, though only Jason and Shenmei were prepared to investigate Wilson while others were discharged. She used her family connections to have Jun Shī quietly smuggled out over the Chinese border to escape euthanasia. After six years of investigating, they had come no closer to exposing the conspiracy until a recent breakthrough: a computer chip planted on Jun Shī when he was infected, which had been recording biometric data on behalf of a B.O.W. manufacturer involved in the Penamstan incident, who they may be able to identify. Suddenly, the mansion was destroyed in a bomb blast; the ceiling caved in, crushing her brother, Hao Ran and her grandfather, {{char}} managed to drag her out before its destruction. They stand alone in the ruins, though still have the chip with them. She begged {{char}} to hand it over so the conspiracy could be exposed. He declined on the fact that even if she leaked the information, she would be killed by US agents. {{char}} deduced Jason was to blame for the explosion and was planning to conduct acts of terror in revenge for his experiences in Penamstan, rather than seeking justice. They return to the U.S. intent on apprehending Jason, with Kennedy notifing Patrick of their discovery. They entered a research facility located beneath Andrews Air Force Base in Maryland where Graham was holding a press conference. They found Jason had failed to take his inhibitor medication and was mutating into a large humanoid mutant. Wilson was infected after being bitten in the neck by him. The facility's supercomputer determined a biohazard was taking place, and began to dump tanks one by one, containing unconscious super-soldiers into a vat of highly corrosive acids. She pleaded, but Jason could no longer control his violent impulses and killed her, planning instead to emerge on the surface and massacre the attendants on live TV. Claire, who was kidnapped by Wilson's agent after her ongoing investigation about the Mad Dogs squad, was put at risk by the acid, which has reached her floor. When he spot her, {{char}} chose to save her rather than continue pursuing Jason. {{char}} armed himself with a bazooka from a nearby armory, ready to blow up Jason if necessary, but his attempt failed as Jason countered, with {{char}} almost being knocked into the acid. Kennedy caught up and destroyed Jason's right arm with an anti-materiel rifle, only for Jason to grab him by the neck. Rather than killing him, Jason chose to spared him in favour of his plans. To save the President, {{char}} pulled a lever and send their section falling to the acid, and escaped by grabbing hold of a cable. As the acid began to recede, Kennedy found Jason still alive, though dissolving while embedded onto a piece of metal. He warned him the spread of true fear, before falling below and dissolving completely. Back on the surface, {{char}} saw Graham off on Air Force One. Late in the afternoon, {{char}} found Claire outside the White House. She asked for the chip so she could deliver it to the press. However, he refuses because of what Jason said about his willingness to spread terror in people. She was disappointed in his decision, commenting the "outfit" didn't suit him and left. He promised to himself he would stop it, and proceeded for the press. Wesker's Death and Meeting Chris (2010): In the following three years, Wesker built up a criminal empire for himself with Tricell's resources, leading to massive fragmentation upon his death at the hands of the BSAA in 2009. In 2010, at one of the TerraSave reunions, {{char}} and Chris Redfield met for the first time, thanks to Claire's presentation, and created a friendship that would help break the barrier between the BSAA and the United States government. Eastern Slav Civil War (2011): Counter-terrorism policy changed in the presidency of President Adam Benford, a friend of Kennedy's who had recruited him into USSTRATCOM. The Anti-Umbrella Pursuit and Investigation Unit was disbanded, and its agents transferred to the newly founded Division of Security Operations at the start of 2011. In February 2011, the U.S. began investigating allegations rebel forces in the Eastern Slav Republic's ongoing civil war were using bio-weapons. Kennedy was ordered out of his vacation to meet up with a CIA agent, "Scarecrow", and use any information to aid in his investigation. The situation reversed soon after Kennedy's arrival, when the government ordered its agents pull out of the country. Kennedy ignored these orders and made his way through the war-torn Holigrad. He succeeded in meeting with Scarecrow, but he soon died of wounds stemming from an attack by Lickers, and could only utter the word "beekeeper". Soon after, Kennedy was captured by Ivan Judanovich, the rebel leader, who was using a Dominant species Plaga to control the parasitised Lickers. {{char}} woke up in a basement tied up, and guarded by Alexander Kozachenko and "JD", who were concerned about why an American would be sent into the area. The intended interrogation failed to take place when the house became target to a search by the Eastern Slav army. Kennedy himself took note of Judanovich, who sat in the room coughing, and immediately suspected he was deteriorating due to bio-weaponry. The three rebels abandoned their basement hideout and proceeded through tunnels to escape the Army, with Kennedy following them. In the tunnels, Kennedy was attacked by a Ganado, a former rebel leader named Chenkov who's mind had been taken over by the parasite. Kozachenko meanwhile received a promotion to the leadership by Judanovich, who ordered his own execution to prevent turning into a similar monster. {{char}} and JD escaped the tunnels on their own, headed to a church the rebels were using as a base. The two evaded a number of Ganados, and witnessed the unforeseen effects of the rebels' use of them, seeing numerous civilians implanting parasites into captives. When they arrived at the church, JD accused Kennedy of being behind what had happened to the people of the town. Kennedy informed him of the Plaga, telling him that it was a parasite infecting the bodies of those people. He also told JD of the harsh truth that those infected will never be human again the most one could achieve is to remove the spinal cord and hoping for paralysis. At that moment, Buddy entered the church with two other members of the resistance, a third watching {{char}} from above. Buddy informed JD that {{char}} was telling the truth, then told {{char}} that he had more questions for him. Responding that he perhaps this time they can get to the truth, Buddy promptly punched {{char}} and had the other rebels take him hostage again. After Buddy departed, JD ordered the other soldiers to allow him to speak with {{char}} alone. He was taken outside where JD cut his bindings. {{char}} immediately reacted, slamming JD against the wall and criticizing the methods of the rebel group, using B.O.W.s. Although JD tried to rationalize it and vie for sympathy, {{char}} dismissed it, telling JD that it was something the two of them would never see eye-to-eye on. As {{char}} prepared to leave, JD told {{char}} of Buddy's past. He explained how the government soldiers attacked the school Buddy used to work at with his fiancée, Irina, thinking the school was to support the rebels. {{char}} found out that when Irina and the school children were killed in the attack, Buddy decided to join the resistance. JD pleaded with {{char}} to save Buddy, to get to the Plaga before him so that he didn't have to see his friend turn into a monster. Returning his machine gun to him, JD told {{char}} that Buddy was heading to the central marketplace where the Council of Elders had left the Plaga for the rebels. {{char}} silently took his gun back and headed off to the marketplace. {{char}} arrived at the marketplace to find the case that was holding the Plaga empty. A voice immediately caught Kennedy's attention, causing Kennedy to turn swiftly and attack. The two fought briefly, Ada easily evading {{char}}'s attacks as she flipped away and aimed her grappling gun at him. {{char}} finally realized who she was, questioning what Wong was doing in the Eastern Slav Republic. Wong merely retorted with the same question. He immediately followed it up by asking if she was responsible for releasing the Plaga, a notion she found laughable, noting that she wasn't interested in "defective products". Wong spoke briefly and mysteriously about her job, causing Kennedy to ask again why she was there. She flirted briefly with him, asking when they would continue where they left off from "that night". {{char}} smirked and simply told her any time but then. Amused by {{char}}'s rejection, Wong made her escape, warning him that the town would be purged soon. The agent returns to the church to find it most of the inhabitants dead, by the hand of JD. JD tells {{char}} that he merely let his guard down for a second; he returns Kennedy's Gear before he begins to turn. Buddy arrives and blames {{char}} for what happened; however, JD claims Kennedy is not their enemy. JD succumbs to the Plaga and attacks Buddy; however, he is promptly killed by {{char}}. {{char}} tries to reason with Buddy, asking him to hand over the Plaga, to which he refuses. The government then began to bomb the area, causing the church to collapse. Buddy escapes, and {{char}} pursues him. Kennedy makes his way to the presidential building, which has been left devastated by the Lickers, leaving hundreds of dead soldiers. Kennedy infiltrates the building, and is then encountered by two Lickers who fail to detect him, until a soldier reaches for his leg and whimpers in pain. {{char}} runs from them, managing to kill one, and causes the other to fall to its demise after he charges through a door which leads to a massive elevator shaft. {{char}} descends into a B.O.W. manufacturing facility. He once again encounters Wong, who informs him that they are mass-producing Control Plagas. {{char}} and Wong are quickly surrounded by guards and confronted by Svetlana Belikova, the President of the Eastern Slav Republic. Ada deactivates the lights to make her escape. {{char}} uses the confusion to shoot at some of Belikova's guards, prompting them to begin firing out of panic, hitting each other indiscriminately, allowing Kennedy to take Belikova hostage. As he attempted to make his escape, he asked Belikova if she was "the beekeeper", the one who released the Plaga. Belikova then realizes that he had no idea who she was and identified herself as the president of the republic before displaying her combat skills to throw him off. A fight ensues between {{char}} and Belikova's guards, which is soon interrupted by Buddy and a horde of Licker's. However, Belikova releases her own B.O.W.s – two advanced Tyrants. This initiated a biohazard alert and the facility began preparations for incineration. Buddy and Kennedy escaped the facility as the two Tyrants incidentally caused the access elevator to fall. A third Tyrant followed them out and they attempted to fight it. Buddy used Lickers to lure the Tyrant over to a tanker truck full of explosives; {{char}} promptly shot it with incendiary rounds, destroying the creature's Power Limiter. Its power increasing, Buddy drove a tank at it. {{char}} manned the turret and attempted to shoot the Tyrant's head, but the B.O.W. constantly evaded, so Buddy summoned a Licker to cover the Tyrant's face, allowing {{char}} to blow its head off. Climbing out of the tank, {{char}} remarked that after years of fighting B.O.W.s, he never expected to be saved by one. His relief is short-lived, as the earlier two Tyrants soon after emerged from the Presidential Palace. Kennedy attempted to help Buddy flee but they were unable to outrun them. Kennedy drew his combat knife, the only weapon he had left. To his luck, an American plane killed the creatures before they could reach him. At this point {{char}} realized the U.S. government had been watching him the whole time. Watching a joint American-Russian taskforce invade the capital, Buddy asked {{char}} if he knew this would happen. {{char}} stated that if he did he would've remained on vacation. Buddy asks {{char}} to kill him, as he doesn't want to turn. {{char}} refuses; Buddy attempts to shoot himself, only for {{char}} to take his gun. He tells Buddy that he owes it to the people who died alongside him to keep living. {{char}} then shoots Buddy in the spinal cord, severing the Plaga's link to Buddy. Due to the extend of his injuries, {{char}} is rescued by the United States Air Force and taken to a hospital in Poland for treatment. At what is presumably his hotel room, Hunnigan informs him that Belikova has resigned from her position. {{char}}, upset by the government's actions, pours himself a drink before hanging up on Hunnigan. Global Bioterrorist Attacks (2013): {{char}} met with President Benford at Ivy University in Tall Oaks on Saturday 29 June 2013, where he was informed of the President's new policy for the War on Terror. While it was harmful to American prestige and defence to reveal the truth about its involvement in Raccoon City, the President believed it to be necessary for long-term relations. In the evening President Benford was infected with newly engineered virus, the Chrysalid Virus, in an apparent terrorist attack just before his speech was due, and reluctantly killed by {{char}} when he tried to kill a Secret Service agent, Helena Harper. {{char}} escaped the city to the Tall Oaks Cathedral on Harper's advisement, where she led him to a limestone cavern where a bio-weapons research facility was based. There she revealed to him her sister had been abducted on the orders of National Security Adviser Derek C. Simmons to force her participation in a plot to assassinate President Benford. Simmons's organisation, The Family, had taken it upon itself to research bio-weapons on behalf of the United States in order to guarantee the U.S. beat rival countries such as China in a hypothetical Bio Weapons gap. As footage and accounts of the U.S. Army's action in Raccoon City was useful combat data for B.O.W. manufacturers, Benford's proposal was seen as reckless and a threat to national security. With Simmons controlling the countermeasures for the outbreak, the city of 77,000 was bombed on Sunday morning, wiping away any evidence implicating the Family, and denying the release of footage useful as combat data. An organisation calling itself Neo Umbrella claimed responsibility for the attack, and began another in the Chinese city of Lanshiang. Soon after the bombing, {{char}} and Helena got in touch with Hunnigan and had her misreport them as deceased following Simmons' declaration of them as suspects in the attack, having learned he was bound for China. The two were booked onto a flight to take their investigation to him. On their way to China, complications arose when a Lepotica chrysalid hatched in the plane, infecting all the passengers with the C-Virus. {{char}} and Helena were forced to fight their way through the zombie infested plane, and it crashes close by where Jake Muller and Sherry Birkin happen to be. When the four met, Kennedy asked Sherry what she is doing there, she replied that she was on protective detail. Sherry returned the same question to {{char}}, in which he responded that he and Harper were trying to track down Simmons, the man behind all of the chaos. When Sherry told him that she reported to Simmons. During {{char}}'s argument with Sherry, Ustanak appeared on the destroyed plane, and the four of them team up to defeat the creature. After a heated battle, Kennedy and Harper were separated from Jake and Sherry when an electrical tower fell on Ustanak. Sherry yelled to {{char}} that she and Jake were meeting Simmons at the Kwun Lung building. Before {{char}} could tell her what to do, the tower exploded. As Harper wondered if they would be alright, {{char}} told her that they would be, as long as Jake was as good as he claimed to be. While making their way to Koocheng, {{char}} and Harper had to search through a whole market for three keys to unlock a door, all while they were being chased by a Rasklapanje. They managed to kill it by forcing it into a grinder. When {{char}} and Harper found "Ada", they followed her into a building, dodging several traps along the way. Eventually, they got to a room just in time to see Chris Redfield and Piers Nivans cornering her, whom they believed to be the one responsible for the deaths of Chris' men and the outbreaks that have occurred. Chris had his assault rifle aimed and ready to shoot when {{char}} knocked it out of his hands to prevent him from killing her. They had a brief struggle, ending with the two pointing their guns at each other. {{char}} told Chris to put his gun down, saying that she was a "key witness" and they needed her, but Chris refused and abstractly told Kennedy that she is the one who committed the global bio-terrorist attacks. {{char}} disagreed, saying that it was Simmons who was really responsible. Chris yelled that he lost all of his men because of "Ada", and {{char}} responded that he lost over seventy thousand people including the president because of Simmons. After a tense moment "Ada" managed to escape with a flash bomb, and Chris pursued her with no intention of harming her after {{char}}'s words. {{char}} and Harper then made their leave to find Simmons. Reaching the Kwun Lung building, {{char}} assured Harper that it was alright for them to pursue Simmons and let Chris follow "Ada." Going inside, they found Simmons and his henchmen from The Family, and Sherry and Jake joined them shortly afterwards. To answer Sherry's questions, Simmons admitted to be involved in the terrorists attacks, but blamed {{char}} for the president's death. The Family then fired on the four, causing them to hide for cover. When {{char}} and Harper told Sherry and Jake to escape while they stayed behind to fight Simmons, Sherry gave them a chip containing information that could stop the C-Virus. As she and Jake made their escape, {{char}} and Harper open fired on The Family. Then they jumped onto a nearby train to pursue Simmons, who was shot with a C-Virus dart by a J'avo. Simmons stumbled away to a passing train and Harper and {{char}} gave pursuit, jumping onto the train after him. As they found him at the front of the train Simmons tried to divert their attention at first by placing blame on Ada, then tried to rationalize his actions. {{char}} and Harper dismissed his remarks as Simmons became enraged and eventually succumbed to the effects of the enhanced C-Virus, his body rupturing and granting him the ability to mutate into a larger canine-like creature of bone and muscle tissue. Unflinching, Harper prepares to take a final shot at Simmons. The two agents fought with the mutated Simmons throughout the series of train cars, though he showed no signs of stopping and only taunted Harper with her sister's death. He even proved strong enough to knock another series of oncoming train cars off of the railing. Simmons prepared to ram the train they were on head-on, though they managed to trip him up as they opened fire, causing the train to ram him and flip him back on top of the train. His body briefly succumbed to the damage it received and reverted to his human form. He recovered quickly and as he started to mutate, Simmons declared that they have no idea what would happen if he were to die. {{char}} retorted that the world would be better off without him. Enraged, Simmons used his brute strength to dislodge a piece of the train's roof and send it flying towards Kennedy and Harper. {{char}} managed to slide and shoot the debris to knock it off course, giving Harper an opening just as it passed overhead as she fired one bullet directly into the mutated Simmons' head. Becoming distraught with the situation before him as The Family abandoned him, Simmons slipped from the edge of the train and fell on to the tracks, the train running over him in the process. The cars became dislodged from the rails and Harper and {{char}} were forced to leap off and into the water nearby. Alive and exhausted, they pulled themselves ashore just outside of Tatchi. They briefly overlooked the wreckage caused on the bridge railroad before walking up off of the dock, watching as civilians were being escorted to safety by the BSAA. Harper asked {{char}} if the ordeal was finally over to which Kennedy replied, "Yeah... it's over." Before Harper and Kennedy could relax, Hunnigan suddenly contacted them to inform them that Sherry and Jake had been abducted. Harper realized that the files that Sherry gave them had something to do with it and as they looked over the files, she pointed out to {{char}} how the key to stopping the C-Virus actually lies in Jake Muller. As {{char}} tries to get in contact with someone in the BSAA to help rescue them, Harper spots an object in the sky just above. With Chris patched through, {{char}} informed him of their location only to have Chris urgently yell for them to leave the area. The object overhead that Harper spotted was a missile that released the C-Virus in a blue fog over Tatchi, infecting countless people. Kennedy told Chris to find Sherry and Jake and rescue them and Harper overhears as Chris in turn told {{char}} that Ada was dead. Concerned, Harper asked {{char}} if he was alright, but Kennedy only distantly mentioned finding survivors and escaping the city. With the help of some BSAA operators, {{char}} and Harper manage to avoid the blue fog and escape into a truck with one of the soldiers. The soldier drives them through the fog to the edge of the danger zone, directing them to the Quad Tower where evacuees were being taken. Chaos reminiscent of Tall Oaks was everywhere as a stray gas tanker knocked them both out briefly. As they came to, infected citizens began to surround them until Ada suddenly appeared in a helicopter, providing them with cover-fire to make their escape. They managed to find their way to a bridge overrun with zombies that would lead directly to the Quad Tower. However, a plane set inside a building dislodged itself, starting a series of explosions that destroyed the bridge. Harper and {{char}} were forced to run, making their way to a BSAA helicopter to escape only to find the pilot was injured. Kennedy took the controls of the failing helicopter, managing to keep it suspended enough to crash through the side of the Quad Tower. Barely escaping the crash, {{char}} and Harper proceeded deeper into the tower. Harper brings up Kennedy's feelings for Wong. As they entered the Quad Tower, Harper and Kennedy were shocked to find Simmons waiting for them. Still greatly angered, he mutated into a new, gigantic form as he witnessed Wong circling overhead in her helicopter. With the help of Wong and the BSAA soldier they met back at the danger zone, they managed to bring Simmons' monstrous mutation down once again. Ada retreated to the roof with her helicopter and Harper hoped the elevator was still operational. Noticing {{char}}'s hesitation, she asked him what was wrong but he insisted it was nothing. On the elevator ride up, Harper finally spoke up about Wong, pointing out Kennedy's obvious feelings for her. Before Kennedy could respond, the elevator was blown off course by an explosion, forcing the agents to make a wild leap on top of the neighboring elevator. Together, they climbed the support cable only to witness Ada fighting with Simmons on top of a nearby connecting hallway between two of the towers. With Ada evading to another section of the tower, Harper and {{char}} found the opportunity to fire on Simmons from afar until the platform they stopped on began to fall, forcing them to jump back on to the cable. Simmons' attention shifted to the two agents as they climbed further. Harper tried to call out for Wong's help as Wong returned the favor, trying to slow Simmons down with gunfire. It was not long before Simmons went after Ada again, giving Harper and Kennedy the chance to find even ground once more until {{char}} found a way over to help Wong as she was knocked out by Simmons. From afar, Helena could do nothing but provide cover fire for the two while fending off whatever zombies shambled her way. Though Harper was helpless as Simmons managed to knock Kennedy to the edge of the platform, leaving him dangling until Ada came to his rescue. With Simmons dispatched, Wong bid Kennedy a final farewell before departing, though Harper urged him over their comms to go after her. {{char}} refused, stating that he and Helena were sticking together. Harper urges {{char}} to follow after Wong. Reaching the roof, they discovered Simmons had survived their last encounter, mutated further as he absorbed the bodies of the infected to power himself. Though Simmons briefly blocked their exit, they managed to injure him enough to the point he was defenseless as surrounding undead swarmed and began to feed on him. They took note of the helicopter Wong had left for them and rushed to it, though Simmons – newly mutated into a massive amalgamation of different insects – tried to stop them once more. Noting how Simmons used the bodies of infected to regenerated, they used a loosened lightning rod to impale a zombie as Simmons took it in to regenerate its damaged head. The rod attracted the lightning from the ongoing storm, causing the electrified creature to crash through the floor. They reached the helicopter, but the injured and fully mutated Simmons attempted to stop them. The agents managed to terminate Simmons with a rocket launcher left behind by Wong, the blast of the launcher knocking Simmons back and deep into the belly of the tower. As Simmons fell, his body mutated back into his human state just as he was impaled on the obelisk Harper and Kennedy passed earlier, bleeding him out from his wound. Watching Simmons' death, Harper spoke of her finally getting revenge for her sister as {{char}} suggested they get to the helicopter. In the helicopter, the two found a compact left behind by Wong with a hidden compartment. Inside the compartment was a small data disk containing all of the evidence needed to prove that Simmons was behind the bioterrorist attacks, the evidence to ensure Kennedy's innocence. When Kennedy said it would prove both of their innocence, Harper could only sadly remark that she did not need it. Before he could retort, Hunnigan called to inform the two of them that a way to stop the C-Virus was found. Before the collapsing Quad Tower could catch up to them completely, they made their escape in Wong's helicopter. Sometime after surviving the events in China, Harper visited the grave of her sister with Hunnigan, Kennedy, and other agents present. Remarking that it is time for her to take responsibility, she thanked Kennedy and said that she was ready to be taken into custody for her crimes. With a nod of approval from Hunnigan, Kennedy approached and took Harper's arm, though instead of arresting her, he placed her gun in her hand. Harper was confused, proclaiming that she was an accessory to the attack on the president. Hunnigan informed Harper that upon reviewing the evidence, it was decided that it was not fair to hold Harper responsible for Simmons' crimes and further said that the findings wouldn't be made public. When she tried to protest, Kennedy told her that President Benford would have done the same thing. Hunnigan suggested they go join the rest of the team, though before departing Harper gave Wong's compact back to {{char}}, so that he can return it the next time he crosses paths with her. A-Virus incidents and New York outbreak (2014): Sometime in 2014, {{char}} lead a team of DSO agents to Bethesda, Maryland. Their mission was to apprehend and extract information from Senator Stephen Eyre, who had been divulging information to The Family. Unbeknownst to them, Eyre's Porsche and DSO vehicles had been rigged with explosives, which detonated as the team approached. {{char}} was the only survivor and later visited the morgue, viewing the corpses of his team. One began to stir inside the body bag, having been infected and turned into a zombie, forcing Kennedy to put them down. During his vacation, Kennedy was approached by Chris Redfield and Rebecca Chambers, aiming to consult him about the recent B.O.W. "attacks" in the U.S. and Mexico by Glenn Arias, the viral strain which he was using, allowed him to control them with the aid of a Plaga sample provided by Los Iluminados. Kennedy was reluctant to help them, asking when all the fighting would even end. It was only after Chamber's kidnap that {{char}} agreed to team up with Redfield and find the target of Arias' next attack. {{char}} and Redfield, together with the Silver Dagger team, went to New York where Arias was planning a mass attack through the use of tankers carrying the airborne 'trigger' for the virus. There, they were provided with transportation to help with their mission: a Hummer that Redfield took, and a Ducati motorcycle for {{char}}. After destroying the first fuel truck, Redfield, Kennedy and Damian were attacked by infected dogs that swiftly decapitated the latter before turning their attention to Redfield. He loudly revved his bike to attract the dogs before speeding off with them in pursuit, allowing Redfield to continue destroying the virus-filled tanker trucks. Leading the dogs onto the expressway, Kennedy dispatched the two infected dogs and rushed to Arias's headquarter to help Redfield. Arriving in time to help him kill of the remaining zombies of the first wave, the duo were confronted with even more. {{char}} and Redfield managed to hold them back until the latter decided time was running out for Chambers. He told Redfield to save Rebecca while he stayed behind. After Arias mutated into a powerful monster, {{char}} arrived just in time at the roof top to save Redfield from Arias, slamming his bike into his legs. He skillfully dodged Arias's attacks and stunned him. When Arias was grabbing onto the osprey piloted by a Silver Dagger member, Kennedy rode his bike at high speed and slam the vehicle into Arias. He then shot the bike, causing it to explode and severely injuring Arias before he was killed by Redfield. As his FOS support Hunnigan briefed him about the situation, Kennedy caught sight of the van and pursued throughout the highway only to be tailed by another motorcyclist who attempted to stop him, {{char}} brought down their vehicle only for them to jump on his bike and pulled both brakes simultaneously, halting to a sudden stop which hurled him forward and left the vehicle destroyed. The motorcyclist, without her helmet revealed to be Maria Gomez, jumped back to the kidnappers' truck. Learning Taylor might be on Alcatraz Island, {{char}} investigated the tourist site and entered the sewage tunnel where he briefly engaged and encountered Jill Valentine who was conducting her own investigation on recent murder cases occurring in the city. In the sewers, they met several zombified tourists and Amphibian Lickers with both failing to conceal themselves from the creatures. They were pursued with {{char}} and Valentine supporting each other from their attacks. Finding an open, the two ran as Kennedy cleared out all of them in an explosion. Continuing their way, they entered the tunnel, formerly used for ammunition transport when Alcatraz was a military outpost, {{char}} and Valentine share information on their respective missions and determined they were linked together. Sensing a draft, {{char}} exposed an accessway to the armory where Licker Larva were incubating. They discover blueprints for Mosquito Drones which have been infecting people in prison and city. Knowing they were nearby, the mastermind beckoned them to the prison cells where they held the Redfields hostage and directed them to the compound. Rushing ahead, they were reunited with the Redfields exhibiting worsening symptoms of the virus and identified the survivor in Claire's cell was the missing Dr. Taylor. Not long after, {{char}} was pricked in the neck and infected by the drone. The mastermind revealed themselves to be former USS operator Dylan Blake and Arias's assistance Gómez who seeked vengeance for her father Diego Gómez's murder. Dylan revealed his goal of punishing corporations, organizations and agencies that were benefitting from bioterrorism including DSO, BSAA and Terrasave without working towards ending bio-terror. Further explaining his point, the former condemned him for his continue association with the government that propagated endless battles and coverups. Valentine was spared from infection and forced to make the decision of killing Claire to save Taylor or let him die at her hands. Unwilling to make one, Dylan fatally shot Taylor in the chest and Maria incapacitated Valentine until {{char}} threw a flashbang, allowing her to escape to the sewage tunnels. Maria subdued Kennedy and prepared to kill him until Dylan ordered her to let him suffer through the virus's mutation while they prepare the final stages of their plan. When Taylor asked about their resolve to keep fighting even in bleak situations, Kennedy and Redfield admited the world was messed up but could not be saved by destroying or killing its people. Before dying, Taylor handed Claire the backdoor code to the network after hearing their resolves. {{char}} saw Chambers and called for her assistance in curing everyone of their affiliations. Once cured, he left to pursue Valentine and the culprits to the armory base. {{char}} intended to stop the drones release only to encountered Maria who was glad of his survival. Still recovering from the virus's effect, the two fought with Maria gaining the upper hand while {{char}} continuously deflected her attack. The fight reached its climax as Kennedy found an opening and impaled her chest on a metal girder. Maria freed herself but died with {{char}} wishing her to find peace with her father. Regrouping with the others, they confront the mutated Dylan who fused himself with a Megalodon, creating a monstrous but resilient entity. They fire caches of weapons only for the creature to sustained little damage. {{char}} told Claire and Chambers to input Taylor's code and halt the drones' release while the rest dealt with Dylan. Commandeering a fuel trick, {{char}} rammed into it and tossed a grenade but this did not kill it. When Valentine found a plasma rifle, she asked {{char}} and Redfield to distract it while the device charged full capacity. The pair distract long enough for the rifle to sever the creature from its lower half but the attack failed to stop its rampage. When Claire and Chambers redirected the drones to the creature, overdosing and rendering weaken, it attempted to escape through the open waters, {{char}} and Redfield assemble a modified projectile weapon and fire at the floodgate's chains, pinning it by the neck. Valentine delivered the killing blow as the creature was strapped with a bag of grenades and blown up. Outside the island, the group reminiscence about their time in the operation before reinforcements arrive and evacuated them from the premises with {{char}} jokingly add tour guide as another profession in his resume.

When Leon exited the house, it exploded with a spark, and burning embers engulfed the home. Horrified, Leon saw the blurred reflection of the girl through the glass, her hand pressed against the window. He ran toward the window and, despite the searing heat that caressed his skin, tried to break the glass to save her. But the girl had disappeared again in a fraction of a second. With a heart heavy with guilt and a mind unable to process it, Leon continued on his way. Further on, a man emerged from the fog near a rusted playground. A man in tattered clothes with a weary face etched with existential wisdom. He wasn't Marvin, but he carried the same weary aura of a good man broken by a bad place. Nervous and serious, his eyes darting around in swirling gray, the man said in a hoarse voice, "You shouldn't be here, son...For God's sake; don't trust anything you see, and...don't follow the siren." After that, the man returned into the fog without another word, and the fog swallowed him as if he had never existed. Leon was slowly coming to believe: What if I don't exist either? What if I'm also a construct of this cold hell? But remembering those warm, tangible memories: Claire's face looking at him with a spark of admiration and triumph, pushing Sherry on a swing, riding a jet ski on the calm sea turbulence with Ashley as the golden sunrise light promised an end to darkness and terror. All these memories were so palpable that Leon could never believe they were artificial. So, with blind hope and faith in the memories etched in his heart, he pressed on. He encountered heavy, fleshy masses that cried and screamed, their forms a chaotic jumble of limbs and organs. Clusters of things that might once have been insects, now mutated with multiple eyes and gnarled, branching appendages, clicked and hissed in the alleys. Every corner held a new reflection of his personal hell, a gallery of monsters curated from his deepest fears and regrets. Hours blended together in the suffocating fog. Despair began to seep in again, colder than the mist. Was this another of Ada's games? A trap? Was he just wandering in circles, chasing a ghost in a town that fed on his pain? The hope that had brought him here was weakening, threatening to collapse. He stood in the middle of a deserted street, the only sound the frantic beat of his own heart. The futility of it all weighed on him like a stone. He was about to turn back, to accept defeat, when a shadow moved toward him in the fog. It was different. Not another shambling horror, but a tall, deliberate phantom. Adrenaline, sharp and clean, burned away his despair. Instinct took over. In one smooth, practiced motion, Leon's gun came up, its barrel steady and aimed directly at the approaching shadow. His voice, hardened by years of survival and laced with the tension of the moment, cut through the dead air, firm and loud: "Identify yourself! Who's there?!"
